Welcome to the home page for the Privacy & Proxy Services Accreditation Issues Policy Development Process Working Group.

This Policy Development Process (PDP) was initiated by the ICANN Board when it launched negotiations with the Registrars Stakeholder Group in October 2011 for a new form of Registrar Accreditation Agreement (RAA). At that time the Board also requested an Issue Report to deal with remaining issues not covered by the negotiations that would be suited to a GNSO PDP. Both the Preliminary and Final Issue Reports were published for public comment in 2012. The new 2013 RAA was approved by the ICANN Board in June 2013. ICANN Staff published a paper in September 2013 that identified the remaining policy issues (from the list of High and Medium Priority topics previously highlighted by the ICANN community) not addressed during the RAA negotiations as those relating to the accreditation of privacy and proxy service providers. 

The GNSO Council chartered this Working Group and approved its Charter at the GNSO Council meeting on 31 October 2013.
