  McTim: (14:47) Hi Brenda, I will have some questions that i would like you to ask when the discussion reaches the IANA Trademark issue, should I submit them now?

  Brenda Brewer: (14:48) you certainly may McTim.

  McTim: (14:52) ok, here is one; <QUESTION>Given that the numbers community calls for IANA trademark to go to IETF trust and the IETF response (no objection to it going to the IETF Trust as numbers community proposes);Where is the record of the CWG discussion of the current IANA trademark text? What was the community discussion that led to this, and where's the record of that? <QUESTION>

  McTim: (14:52) and

  McTim: (14:53) <QUESTION>Where did the the IANA trademark language in their latest draft come from? When was it inserted?Why did it take a position opposite the numbers community proposal?  <QUESTION>

  McTim: (14:53) and a commnet at the end of those questions;

  McTim: (14:54) <COMMENT>For CWG  to make this last minute change without any actual discussion by the CWG is bad enough, but completely ignores community-based processes that are supposed to be the foundation of the transition. <COMMENT>

  McTim: (15:36) @Grace, was it/ i only saw: "THIS IS BASED ON A LEGAL MEMORANDUM. "  Which is not really an explanation of if/where/when any discussion was carried out.

  Grace Abuhamad: (15:39) @McTim, as the Chair clarified in his response, the term sheet in the proposal is a draft of what needs to be further developed during implementation. As a draft, the text is not perscriptive.

  James Gannon: (15:43) President/CEO/Executive Director/Managing Director depends on the country that the person describing the top management is from. But Greg is correct it refers to the top level of the intenal management structure

  Helen Han: (15:53) I am Helen Han from IGR, I have a question about the 2nd CWG draft proposal. I remembered there are three actors relevant to IANA function clearly demonstrated in the first proposal last December, NTIA as the administrator, ICANN as the operator, and VERISIGN as the maintainer, any root file changing requests should follow a fixed procedure step by step. My question is, is there still three actors in the 2nd proposal, coz I did not find this description, however, PTI is controlled by ICANN, so is it mean that ICANN are both the administrator and operator or are the the administrator and operator function integrated in the new mechanism?

  Grace Abuhamad: (15:55) Hi @Helen, for the response: The NTIA addressed the transition of the Root Zone Maintainer function will be a separate process in its “IANA Functions and Related Root Zone Management Transition Questions and Answers” on 18 March 2014. See http://www.ntia.doc.gov/other-publication/2014/iana-functions-and-related-root-zone-management-transition-questions-and-answ for further details.

  Helen Han: (15:59) thank you. but what about the administrator and the operator? are they integrated  in the new mechanism?

  Grace Abuhamad: (16:00) It's going to be a separate process.

  Grace Abuhamad: (16:02) The CWG recommended that the authorization function was no longer needed. For signficant changes to the Root Zone environment, the CWG recommended that there be a standing committee of technical experts to advise the ICANN Board.
