Subject: A CWG to develop an IANA stewardship transition proposal

 

Dear All,

 

We wanted to follow up with you now that several of our organizations have adopted the charter for the Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions or are in the process of considering adoption. In order to move this effort forward, we would like to first of all encourage you, if you have not done so yet to confirm, if your organization has adopted the charter, to submit the names of members from your respective organizations to Grace Abuhamad (grace.abuhamad@icann.org). As a reminder, the charter foresees that each SO/AC that has adopted the charter ‘shall appoint a minimum of 2 and a maximum of 5 members to the working group in accordance with their own rules and procedures’. Furthermore, SO/ACs are encouraged to ensure that members:

  • Have sufficient expertise to participate in the applicable subject matter;
  • Commit to actively participate in the activities of the CWG on an ongoing and long-term basis; and
  • Where appropriate, solicit and communicate the views and concerns of individuals in the organization that appoints them.

 

In addition to members, the CWG is open to anyone interested to participate as an observer. We would like to emphasize, however, that in this context an observer is considered to be an active participant in the CWG deliberations. The only difference between a member and an observer is that any consensus calls or formal decisions that may need to be made will be limited to CWG members appointed by the chartering organizations. This does not take away that it is our expectation that the CWG will operate as much as possible with the views and hopefully consensus support of all participants in mind as we recognize the importance of considering all input and views on this important topic.

 

In this context it may also be worth reminding you that the charter foresees as one of the required elements of the CWG work plan to develop ‘Procedures and processes for involving to the maximum extent possible participation of stakeholders who are not yet involved in ICANN groups involved in the CWG’.  For example, the ccNSO has established an email distribution list for all ccTLDs, including the 90 plus ccTLDs who are not ccNSO members. As well the .ca registry, CIRA, has taken the initiative of establishing an IANA transition discussion forum (http://ianatransitiondiscussion.org/) for ccTLD managers.  If there are any ways in which your respective communities could assist in engaging such additional stakeholders, we would very much like to hear from you.

 

For your information, the first meeting of the CWG is scheduled for Monday 6 October at 13.00 UTC followed by a face-to-face meeting at the ICANN meeting in Los Angeles on Monday 13 October from 12.15 – 13.45 local time (see http://la51.icann.org/en/schedule/mon-iana-stewardship-naming for further details).
