Dev Anand Teelucksingh graduated from the University of the West Indies with a honours degree in Electrical and Computer Engineering. Since 1995, he was worked at Engineering Consultants, an engineering firm which does electrical, mechanical and HVAC designs. Since 1997, he has been running the Trinidad and Tobago Computer Society

), a computer user group and was the founding director when the TTCS was incorporated as a non-profit organisation in 2004.
He is also the lead developer and maintainer of the TTCS OSSWIN CD, a collection of free and open source software for Windows which has been well over 100,000 times and has seen use in many countries worldwide.
