Rule 14 – Secretariat of LACRALO

14.1 The Secretariat shall be elected on an annual basis by the by the members of the General Assembly for each of its meetings. He/She shall not vote, but he/she may instruct another member of his/her delegation to vote on his/her behalf. He/She may, at any time, make either oral or written statements to the Assembly on any question under discussion.

14.2  The Secretariat shall receive, translate and distribute all official documents and shall arrange for the interpretation of the discussions, as provided in Rule 10. It shall also perform all other duties necessary for the proper conduct of the work of the Assembly.

14.3 The Secretariat shall act as Chair of the meeting in order to conduct elections for the Chair and Vice-Chair, and shall cease to be Chair upon the election of the referenced
officers.

14.4 Where there is a fee for membership of the organization of which the Assembly is the decision-making body, the Secretariat will provide information on the status of all compulsory and voluntary contributions to all requestors, as applicable, prior to the opening of the Assembly.

14.4 14.5 There shall be no membership fee imposed. Any financial contribution to the organization shall be publicized, the Secretariat will provide information on the status of all contributions to all requestors, as applicable, prior to the opening of the Assembly

14.5 14.6 Voluntary financial contributions to LACRALO shall not be construed as privilege.

Regla 14 – Secretario de LACRALO

14.1 El Secretario o la Secretaria será elegido(a) anualmente por para cada una de las reuniones de la Asamblea General, por sus miembros. Él/Ella no podrá votar, pero podrá dar instrucciones a otro miembro de su delegación para que vote en su representación. Él/Ella podrá, en cualquier momento, hacer declaraciones orales o escritas a la Asamblea sobre cualquier asunto que se esté tratando

14.2 El Secretario recibirá todos los documentos oficiales, y se encargará de que éstos se traduzcan y se distribuyan, y de que se disponga de los servicios de interpretación durante las discusiones, como lo establece la Regla 10. También se encargará de todas las tareas requeridas para que la Asamblea trabaje de manera adecuada.

14.3 El Secretario fungirá como Presidente de la sesión para elegir al Presidente y al Vice-Presidente, y dejará fungir como Presidente una vez que se haya realizado la elección de dichos cargos.

14.4 Cuando haya una tarifa por la membresía de una organización para la cual la Asamblea toma las decisiones, el Secretario dará información sobre el estatus de todas las contribuciones obligatorias y voluntarias a todo aquel que lo solicite, según corresponda, antes de la apertura de la Asamblea.
