This new Workspace is the hub for all updates, documents, and work related to the ALAC/At-Large Improvements Implementation project.

13 August 2010
The call for RALO and ALAC volunteers to serve on the four At-Large Improvements work teams, which closed today, had an especially strong response. Each team will include members from all five RALOs.

5 August 2010
Today, ICANN's Board of Directors approved the ALAC/At-Large Improvements Implementation Project Plan and directed ICANN's CEO to report on the project's progress at the 2010 Annual General Meeting in December 2010.

21 July 2010
On 21 July, as requested by the Board in Brussels, the ALAC and ICANN's At-Large staff submitted the ALAC/At-Large Improvements Implementation Project Plan Summary for consideration by the SIC (in its 22 July meeting) and by the Board (in its 5 August meeting). This Summary highlights the most important aspects of the full Project Plan -- namely, the Improvements project's adherence to Board guidance, budgetary implications, potential risk factors (and the steps planned to mitigate them), needed bylaw changes, targeted deadlines, and contributions to ICANN's Affirmation of Commitments.

18 June 2010
The new ALAC/At-Large Improvements Status Log, which will chart the progress being made on each of the Final Report's 13 recommendations, is in development. When completed, the Log will be accessible from this Improvements Workspace.

The current draft of the Log under consideration can be found here. Anyone interested is invited to take a look and offer comments and suggestions at the bottom of this page. Thank you.

7 June 2010
On 7 June, the ALAC-At-Large Improvements Project Plan, developed jointly by the ALAC and ICANN’s At-Large staff, in consultation with ICANN’s Legal staff, was submitted to the Structural Improvements Committee for review. This Project Plan contains an implementation timeline and addresses issues related toBoard Guidance, Budgetary Implications, Liability, and Bylaw Changes.

For a comprehensive list of implementation deliverables completed to date, please see the attached Simplified At-Large Improvements Outline (updated on 7 April 2010).

In the months following Nairobi, the At-Large community, working with the At-Large Improvements Project Manager, will execute the following broad steps toward the implementation of the At-Large Improvements:

  • The creation of a project plan, including an accurate budget (to be submitted to the Structural Improvements Committee by its May 2010 meeting);
  • The strengthening of the At-Large Working Groups, which will be responsible for much of the work implementing the At-Large Improvements; and
  • The allocation of specific implementation tasks to individual Working Groups, committees, and relevant ICANN staff.

Since ICANN’s Meeting in Seoul, a number of milestones have been accomplished as part of the implementation of the At-Large Improvements, including:

  • The publication of regional brochures, in the relevant languages, by three of our RALOs; brochures by the remaining two RALOs are in production. These will be used as part of a new education, outreach, and recruitment strategy.
  • A review of the information flow between the At-Large ALS-RALO-ALAC structure and individual Internet users has begun.
  • The public-comment period on a proposed selection process for the At-Large Board member has closed.
  • Draft revisions to the ICANN Bylaws, more clearly defining the At-Large role and contribution, are underway.

    At-Large Improvements Work Teams

The goal of the ALAC/At-Large Improvements project is to review and improve both ALAC/At-Large’s participation in ICANN and the ALSes’ participation in At-Large. This will be done through the implementation of the 13 recommendations outlined in the At-Large Review Work Group's Final Report and detailed in the Simplified At-Large Improvements Implementation Outline.

We have divided these recommendations into four groups, each of which has been assigned to a work team consisting of ALAC members and regional representatives. These work teams, along with the recommendations for which they are responsible, are listed below; Please click on the name of each team for more detailed information.

Work Team A: Work team on ALAC’s continuing purpose

Rec 12: Consumer representatives should have input into decisions and policy advice
Rec 13: ALAC/At-Large policy advice mechanisms should be strengthened


At-Large Improvements Recommendations

Here (click above), we have dedicated an individual wiki page to each of the At-Large Improvements 13 recommendations. Each page contains a summary of the specific work underway in the implementation of that recommendation. Specifically, the following is listed:

  • A summary of the recommendation itself (as stated in the Final Report);
  • The list of At-Large community members on the work team(s) assigned to the recommenation;
  • A summary of the steps or tasks planned for implementing the recommendation; and
  • The target completion period for the recommenation as a whole.

In addition, on these pages, visitors can leave comments regarding the implementation of any one of the recommendations.

Finally, each of these pages will link, as needed, to tailored pages that each work team can use in conducting its actual ongoing implementation work (for example, some will link to pages used to collect specific information requested from the At-Large community).

At-Large Improvements Implementation Status Log

This log (once established) will contain the most recent updates regarding the details of the work in progress under the At-Large Improvements Implementation project.
