Rule 7 - Order and Time Limit of Speakers

7.1 The Chairperson shall call upon speakers in the order in which they signify their wish to speak.

7.2 For the convenience of the discussion, the Chair may limit the time to be allowed to each speaker. The chair may also, for the same purpose, limit the number of speakers on a question.

7.3 The consent of the Chair must be obtained whenever an observer wishes to participate in the Assembly.

Regla 7 - Orden y tiempo límite para los participantes que hablen

7.1 El Presidente deberá ceder la voz a los participantes en el orden en el que éstos expresen su intención de hablar.

7.2 Con el fin de dar agilidad a las pláticas, el Presidente podrá limitar el tiempo durante el cual cada participante podrá hablar. El Presidente también podrá, con el mismo fin, limitar el número de participantes que hablen con respecto a un asunto.

7.3 Cuando un observador desee dirigirse a la Asamblea, primero deberá contar con el consentimiento del Presidente.
