  1. Accuracy and Precision are two measures of Observational Error. Accuracy is to make the measure as close as possible to the true value. Precision is to note how close to one another any two measurements are. We can always have lively debates on the Registration Data. 

    In my humble opinion, ICANN is with the Statistical Accuracy rather than mathematical or correctness.

    Please consider the approach attached below. This is nice one page from the Government of New Zealand.
