Q9 What is your opinion of the need for new gTLDs, and the way ICANN has handled their implementation? (Question submitted by Evan Leibovitch, NARALO)
As a Liaison, I must emphasize again that one has to carry the AT-Large/ALAC position on any matter.
I think we need more TLDs, but in an orderly manner and I don’t think that one size fitting all is the best way to go. If we have the choice, my preference will go to IDN TLDs ASAP – and I am not talking about g or cc – maybe IDN TLDs will be better that IDN gTLDs or IDN ccTLD? Then community TLDs… And of course not at the price asked today by ICANN – ICANN is asking the new candidates to pay for what was spent so far in the process to defend the policy to allow new TLDs.

Q10 The RALO structure at ICANN – ALAC was created in 2007. Several RALOs designed working programmes for their region which were submitted, discussed and approved by their General Assemblies (GA) since then. This WP included outreach activities in the respective region to increase contacts, ALSes and impact of the RALO. With the WP a working budget was drafted in line with the activities suggested. It was clear that each activity has to be further described and substantiated afterwards and submitted to ICANN Staff for approval. It was clear that there would be proper reporting on the events, accountability and transparency provided about what was done, why and how and on the results. This approach could encourage mobilisation, participation and dynamics in the RALO considerably as well as increasing outreach and improving performance. Two good examples for EURALO are events like EuroDIG and the ICANN Studienkreis meetings. So far, we are far from having this RALO planning and working autonomy happen.

I already answered those 3 questions (Q10 – Q11 – Q12) during the call.
*I will support the RALOs to have their plans and budget to fulfill their plans. For example if At-Large/ALAC have the objective of “at least one ALS per country” this objective has to be achieved by the Ralo. Therefore they need some budget to participate in outreach efforts.
About GA and Summit, yes of course.*
My proposal is to have a budget allowing one GA in each region during the 2 first years embedded in the ICANN meeting in the region and during the next 2 years to have a Summit included in one of the ICANN meetings.

Propose and participate in the organization of the first ATLAS (AT-Large Als Summit)

Q.15 Case situation: During a meeting, three members of the Board explain to the others that the IRT recommendations should be agreed on with no further delay because there is real pressure on ICANN to create new gTLDs. You interrupt them and tell them, quite rightly, that the process should not be pushed through at any cost. They reply: "TLDs are our bread and butter. Why should we listen to ALAC on this?" Because to make your bread and butter you need (as end-users and final customers) our milk, our flour, in other words our money.

Q.17 Each of you have had variable experience and commitment to the outcomes of the recent ALAC Review Process (and indeed to the structure and function of their ALSes<=> RALOs <=> ALAC structure, as it is both an expectation and need that the person serving in final term of ALAC Liaison to the ICANN Board before the role is replaced by a voting Board Member appointed by At-Large, in otherwords a Champion of this structure as it is recommended to be maintained (at this time) as well as to be an Ambassador for "ALAC as the representative body for At Large is the primary organisational home for the voice and concerns of the individual Internet user in ICANN processes,..." (p 6, Recomendation 10. ALAC Review Final) ; Can each of you please outline your commitment to the current structure(s) we are working with and any specific vision as to how this can be enhanced by support from the ICANN Board? (Question for all Candidates from APRALO rep to ALAC CLO)
This structure ALS-RALO-ALAC will stay at least up to the next Review. It is important as this review start at the time the RALOs and the new ALAC just start to operate. More time is needed to a full speed organization running for the good of the Internet, the end users all around the World, at-Large and ICANN.
The Summit was important both for its good outcome but also because it allowed a cross fertilization of the ALS and the RALO. We need to keep that in mind in the future.
