Along with the world, LACRALO faces unprecedented challenges in the COVID-19 era. The Outreach and Engagement Sub-Committee (O&E SC) has identified a set of activities proposed for the rest of fiscal year 20 and for fiscal year 21.
Our general criteria for adapting our Outreach Plan are aligned with what we have developed in the At-Large O&E document.
We propose:
- Reach out to end users in Latin America and the Caribbean Islands to raise awareness of the benefits of participating in ICANN activities.
- Engage Latin American end users to integrate into At-Large activities, including policy advice from ALAC.
- Promote the principles of Universal Acceptance, DNS Abuse and knowledge about Cybersecurity in the region.
- Promote the leadership of end users from Latin America and the Caribbean Islands in ICANN activities.
- Encourage greater participation of LACRALO's active members in all Outreach activities.
Among our Plans is the development of our General Assembly during Cancun 2021. We will arrive at our Assembly with a more strengthened LACRALO since our ATLAS III Ambassadors are involved in each of the key issues of the Region; either in the Dissemination, in the Communication and essentially within the LACRALO Directory.
We will coordinate with GSE-LAC to synchronize the activities of the Regional DNS Ecosystem with other stakeholders in our ecosystem. The idea is to promote the participation of the ALS as local coordinators of the call and configuration of these regional events with the guidance of the LACRALO Directory and GSE-LAC.
We think this contingency is a great opportunity to deepen the mobilization of ALSs and to involve more users in ICANN's policy-making process.
To achieve our objectives from LACRALO we will promote:
- Increasing the number of members who are involved in At-Large activities, including ALAC policy advice for ICANN.
- Encourage the greater participation of LACRALO's active members through outreach activities.
- Participate in events in Latin America and the Caribbean Islands and especially in countries that do not yet have ALSes.
- Contact new Latin American and Caribbean Internet user organizations and motivate them to join LACRALO as ALS.
- Contact unaffiliated Latin American Individuals and motivate them to join the Regional Organization within our new LACRALO Individual Member ALS.
- Make presentations on the issues being discussed at ICANN to highlight the effective participation of the Latin American and Caribbean community of ICANN in ICANN policy discussions.
- Publicize ICANN's information channels, activities and working methods.
- Organize local events, in association with local ALSs, to promote universal acceptance, DNSSEC, and cybersecurity skills.
- Continue to identify universities and academic institutions, organize discussions with students and teachers about Internet Governance, and develop youth interest in joining ICANN.
- Share the best practices of the LACRALO ATLAS III ambassadors.
Our region is deeply involved in the work of Universal Acceptance with some of our ATLAS III ambassadors working as vice Presidents of communications and Vice Presidents of the technical team of Universal Acceptance inside and outside LACRALO. Another issue one of our ALSs is involved in is tracking the issue of DNS Abuse.
The regional outreach and participation will be directed to some forums within Latin America and the Caribbean Islands to improve LACRALO's participation:

Some IGFs convened in some of the LACRALO Sub-regions and the most important regional event on DNS; LAC DNS Forum 2020.
LACRALO also has developed two intense webinar programs. One in accompaniment and attunement with the GSE-LAC team and another created from the LACRALO Working Group on Capacity Building. Likewise, online Read Outs are being carried out after the Regional Events in which LACRALO participates.

Junto con el mundo, LACRALO enfrenta desafíos sin precedentes en la era de COVID-19. El Sub Comité de Difusión y Participación (O&E SC) ha identificado un conjunto de actividades propuestas para el resto del año fiscal 20 y para el año fiscal 21.
Nuestros criterios generales para adaptar nuestro Plan de Difusión están en sintonía con lo que hemos desarrollado en el documento de O&E de At-Large.
Nos proponemos:
- Llegar a los usuarios finales de Latinoamérica e Islas del Caribe para sensibilizar sobre los beneficios de su participación en las actividades de ICANN.
- Involucrar a los usuarios finales latinoamericanos para que se integren a las actividades de At-Large, incluido el asesoramiento sobre políticas desde ALAC.
- Promover los principios de Aceptación Universal, DNSSEC y conocimientos sobre Ciberseguridad en la región.
- Promover el liderazgo de los usuarios finales de Latinoamérica e Islas del Caribe en las actividades de ICANN.
- Fomentar una mayor participación de los miembros activos de LACRALO en todas las actividades de Alcance.
Entre nuestros Planes está el desarrollo de nuestra Asamblea General durante Cancún 2021. Llegaremos a nuestra Asamblea con una LACRALO más fortalecida ya que nuestros Embajadores de ATLAS III, están involucrados en cada uno de los temas claves de la Región; ya sea en la Difusión, en la Comunicación y esencialmente dentro del Directorio LACRALO.
Coordinaremos con GSE- LAC para sincronizar las actividades del Ecosistema Regional de DNS con otras partes interesadas de nuestro ecosistema. La idea es impulsar la participación de las ALS como coordinadores locales de la convocatoria y configuración de estos eventos regionales con las orientaciones del Directorio LACRALO y GSE-LAC.
Nosotros pensamos que esta contingencia es una gran oportunidad para profundizar la movilización de las ALSs y para involucrar más usuarios en el proceso de construcción de políticas de ICANN.
Para concretar nuestros objetivos desde LACRALO impulsaremos:
- El aumento del número de miembros de que estén involucrados en actividades de At-Large, incluyendo el asesoramiento de políticas de ALAC para ICANN.
- Fomentar la mayor participación de los miembros activos de LACRALO a través de actividades de alcance.
- Participar en eventos en Latinoamérica e Islas del Caribe y especialmente en países que aún no tienen ALSes.
- Contactar nuevas organizaciones de usuarios de Internet de Latinoamérica y del Caribe y motivarlas a unirse a LACRALO como ALS.
- Contactar a Individuos latinamericanos no afiliados y motivarlos a incorporarse a la Organización Regional dentro de nuestra nueva ALS de Miembros Individuales de LACRALO.
- Hacer presentaciones sobre los temas que se debaten en ICANN para resaltar la participación efectiva de la comunidad latinoamericana y caribeña de ICANN en las discusiones de políticas de ICANN.
- Dar a conocer las vías de información de la ICANN, actividades y métodos de trabajo.
- Organizar eventos locales, en asociación con ALS locales, para promover la aceptación universal, DNSSEC y las habilidades de seguridad cibernética.
- Continuar identificando universidades e instituciones académicas, organizar debates con estudiantes y maestros sobre la Gobernanza de Internet y desarrollar el interés de los jóvenes en unirse a ICANN.
- Compartir las mejores prácticas de los embajadores de LACRALO ATLAS III.
Nuestra región está involucrada profundamente en el trabajo de Aceptación Universal con algunos de nuestros embajadores de ATLAS III trabajando como vice Presidentes de comunicaciones y Vice Presidentes del equipo técnico de Aceptación Universal dentro y fuera de LACRALO. Otro tema en el que una de nuestras ALSs está involucrado es el seguimiento del tema de Abuso del DNS.
La difusión y participación regional estará dirigido a algunos foros dentro de Latinoamérica e Islas del Caribe para mejorar la participación de LACRALO:

Algunos IGF convocados en algunas de las Subregiones de LACRALO y el evento regional más importante sobre DNS; LAC DNS Forum 2020.
LACRALO ha desarrollado dos programa intensos de Webinars. Uno en acompañamiento y sintonía con el equipo GSE-LAC y otro creado desde el Grupo de Trabajo de LACRALO sobre Formación de Capacidades. Así mismo se está considerando la realización de Read Outs en línea posteriores a los Eventos regionales en los cuales LACRALO participe.
