Questions from ICANN Board to RSSAC

  1. What will be your main priorities in 2019?  

  2. How should ICANN's multistakeholder model of governance and Policy Development Process evolve to balance the increasing need for inclusivity, accountability and transparency, with the imperative of getting our work done and our policies developed in a more effective and timely manner, and with the efficient utilization of ICANN’s resources?  

Questions from RSSAC to ICANN Board

These questions refer to ICANN Board Resolution 2018.09.16.10:

  1. Was it the ICANN Board’s intention to signal that each root server operator should similarly explore diversification and resilience models for zone distribution and resolution both on their own and in loose collaboration with ICANN org, other RSOs, and the community? Or was it the ICANN Board’s intention to scope these efforts to IMRS/L-root operations only? If the intention was the former then what community or PDP activities within the SO and AC groups does the ICANN Board envision to effectuate any outcomes of this work that may impact the root server system as a whole?

  2. There appears to be an inherent conflict between “increase[ing] observation and monitoring of the system as a whole” and a much more distributed “hyper-local root-esque” solution that has been championed by OCTO. There are RSSAC and SSAC statements as well as the CDAR report which provide a clear indication of the need for additional monitoring, and it is certain that any level of monitoring will only get more challenging with a more distributed resolution system. How does the ICANN Board intend to reconcile advocating for both? Is this a signal that the model proposed in RSSAC037 is insufficient to evolve the RSS?

  3. Can the ICANN Board explain the rationale that the “long-term outlook for the traditional approach appears bleak,” when this is the current approach?

  4. Can the ICANN Board be more specific on what “new technological advances and methodologies” are envisaged to “enhance existing root server operator practices” that are not occurring organically and require ICANN org shepherding?
