2. Summary Document Review: a. Capital city names, Sub-national place names (county, province, or state, listed in the ISO 3166-2 standard), UNESCO or M49 Area (Recommendations 10, 12, 13) Capital City Names: -- NCSG comments -- may pick up again later when discussing new ideas. Subnational Place Names: -- Cannot prioritize or alter the text of comments and the summary document is just a summary. UNESCO or M49 Area: b. Languages: At our last meeting we reviewed the comments relating to the language requirement for geographic terms: "An application for any string that is a representation, in any language, of the capital city name of any country or territory listed in the ISO 3166-1 standard". There was general acceptance and no objections towards refining the language requirements to reflect more relevance and practical applicability. At this stage, the group considered the following option to be a suitable base for further discussion:
Discussion/Proposals: -- Add transliterations into ASCII and conversions into DNS labels. Possible problem: If you transliterate from a different character set it generally cannot work as there is not standard for transliteration. -- Suggest limiting the number of languages and noting that in some countries there will be more than one official language. -- Also, should include local DNS version. -- Have a principle on what we think would be a useful scope. Look also to experts and how INGOs have been handled (Red Cross and IOC names). c. Geographic Terms That Require Letters of Support/Non-Objection Dependent Upon Intended Usage (Recommendation 11) -- Currently in AGB there is a provision for intended use. -- Proposal for balancing competing interests. -- A string is just a term that can have many meanings. Just because it may have a geographical meaning does not make it always the geographical term. -- Comments about a lack of rationale for protections. -- Names could have multiple legitimate uses and meanings. ACTION: Share on the list any comments as to whether WT5 members thing there is a need to adjust the preliminary recommendation. |
