About the Asia Pacific Internet Governance Academy (APIGA)

The Asia Pacific Internet Governance Academy (APIGA) is a capacity-development program focused on Internet governance that is targeted at youth leaders from the Asia Pacific (APAC) region. APIGA is co-hosted by the Internet Corporation for Assigned Names and Numbers (ICANN) and the Korea Internet & Security Agency (KISA). It is organised in collaboration with regional organisations including the Asia Pacific Network Information Centre (APNIC), DotAsia Organisation, the Internet Society (ISOC), Asia Pacific Top Level Domain (APTLD) etc.

Aims

APIGA aims to develop youth leaders’ understanding of the Internet and its ecosystem. It also aims to equip participants with the knowledge and skills to participate in Internet policymaking through developing a strong foundation in the following:

  • The concept of Internet governance, and the multistakeholder model of policymaking;
  • Current global Internet governance issues, and applying these issues at the local and regional levels;
  • The confidence to speak up in regional and international fora.

Learning is through immersive, hands-on sessions with dedicated mentoring by regional industry experts. Participants will also build a strong network with peers, APIGA alumni, leading APAC Internet organizations, and key APAC community leaders.

Expected Outcomes

Through the program, participants will build confidence in and appreciation for multistakeholder processes with a solid foundation in Internet governance fundamentals. They will also receive  guided pathways to continue participating in the Internet governance space including at ICANN, the Asia Pacific Network Information Centre (APNIC), the Internet Engineering Task Force (IETF), the Internet Society (ISOC), and various Internet governance forums.

Past data shows that one in four APIGA alumni continue to participate in Internet governance fora locally, regionally, and globally.

About the 2021 Program

Due to the ongoing COVID-19 pandemic, APIGA 2021 will be specially adapted from its original 5-day in-person program into a new format combining virtual participation with a hybrid event day. 

  • APIGA 2021 will take place virtually between 1 October and 12 November 2021, including the hybrid event day.
  • The program will last six (6) weeks. Sessions will take place twice a week with preparatory work in between. 
  • Sessions will tend to be in the latter part of the day to better accommodate the schedules of students and young working professionals.
  • The hybrid event day will allow participants in South Korea to gather in person while all other participants in the region gather online. This takes into account that the pandemic situation is unlikely to allow regional travel to resume while the situation in South Korea remains relatively stable.

How to Apply for APIGA 2021

Applications are open from Tuesday, 13 July 2021 00:00 (UTC+9) to Sunday, 8 August 2021 23:59 (UTC+9). Individuals interested in Internet governance issues are welcome to apply:

Application Criteria

  • From the Asia Pacific (APAC) region
  • Aged 18 to 35 (both ages inclusive)
  • Able to use English
  • Have interest in Internet governance 
  • No prior Internet governance experience required
  • Have a stable Internet connection
  • Able to participate:
    • Physically or online for those in South Korea 
    • Online for those from everywhere else in APAC

  • Applicants MUST register an account in the APNIC application system to access the APIGA application, submit, and check their status.
  • If you previously applied for another fellowship (e.g. with the Asia Pacific Regional Internet Governance Forum etc.) or have already registered an account, there is no need to register again or register a different account.

Internet Corporation for Assigned Names and Numbers, ICANN 

ICANN’s mission is to help ensure a stable, secure and unified global Internet. To reach another person on the Internet, you have to type an address into your computer – a name or a number. That address has to be unique so computers know where to find each other. ICANN helps coordinate and support these unique identifiers across the world.

ICANN was formed in 1998 as a not-for-profit public-benefit corporation and a community with participants from all over the world. ICANN and its community help keep the Internet secure, stable and interoperable. It also promotes competition and develops policy for the top-level of the Internet’s naming system and facilitates the use of other unique Internet identifiers.

ICANN doesn't control content on the Internet. It cannot stop spam and it doesn't deal with access to the Internet. But through its coordination role of the Internet's naming system, it does have an important impact on the expansion and evolution of the Internet.
