    Outreach: Providing services to persons and groups who do not have immediate access to a service (In our case, a channel to access ICANN's policy process for those who would benefit)
    Recruitment: Attracting, selecting and accepting candidates (In our case suitable potential NARALO members)
    Capacity Building: Improving skills and effectiveness of group members to achieve greater results (In our case making better use of our collective resources and educating membership)
  5. Review Draft Recruitment Letter
  6. Assemble Potential Member lists
  7. Setting expectations, tactics, strategies, and goals for this effort
  8. Working with staff to automate application process (Garth)
  9. Reorganizing all WIKI pages (Garth)
