Description:

The RSSAC supports Recommendation 9, which states that, “[a]ll NomCom members should be fully participating and voting members, except for NomCom leadership.” Therefore, RSSAC supports all Bylaws amendments proposed in Article 8.2.

Furthermore, the RSSAC identified, with the adoption of the proposed Bylaws amendments in Article 8.2, a circular relationship between RSSAC appointing a voting delegate to ICANN Nominating Committee; Nominating Committee selecting ICANN Board Directors; and ICANN Board confirming the Root Server Operator appointments to the RSSAC. To address this circular relationship, RSSAC requested amendments in Article 12.c.ii of the ICANN Bylaws.

These are the Operational Procedures of the Root Server System Advisory Committee (RSSAC). The role of the RSSAC is to advise the ICANN community and Board of Directors on matters relating to the operation, administration, security, and integrity of the Internet's Root Server System. The RSSAC’s responsibilities are defined in the ICANN Bylaws, Article XII, Section 2.c.


These Operational Procedures document how the RSSAC will carry out its work, with the rationale for processes where it seems helpful. In case of conflict with the ICANN Bylaws, the ICANN Bylaws take precedenceThe RSSAC welcomes the fact that these requested amendments are now being proposed via this public comment proceeding and supports the Bylaws amendments proposed in Article 12.c.ii.
