- Note about methodology: For this survey, each contributor was asked to rank the four mechanisms in order of preference and also indicate if any of the mechanisms should be eliminated from further consideration in the Initial Report. For each response, the following number of points were allocated to each mechanism: first choice = 4 points, second choice = 3 points, third choice = 2 points, fourth choice = 1 point. If a respondent stated that a mechanism should be eliminated from further consideration, it received zero points for that response. Cells with a value of zero are highlighted in yellow on the spreadsheet summarizing results.
