On 7 July 2017, the ICANN organization posted the announcement for the Request for Proposal (RFP) to find the independent examiner for the SSAC Review; the RFP also included the scope for this review. 

On 22 February 2018, the ICANN organization announced that Analysis Group had been selected to conduct the second review of the SSAC.  

Analysis Group's independent review team includes Almudena Arcelus, Chris Llop, Dr. Shlomo Hershkop, Dr. Greg Rafert, and Professor Steve Weber.

Almudena Arcelus

  • Principal at Analysis Group.
  • In her 25 years at Analysis Group, Ms. Arcelus has managed many high-profile litigation projects in technology-intensive industries, including those relating to cybersecurity and data privacy.
  • Ms. Arcelus’ technology work has included cases examining networking protocols, fraud detection algorithms, optical disk drives, LCD manufacturers, as well as Microsoft and Intel in multiple antitrust actions.

Chris Llop

  • Associate at Analysis Group; Instructor at UC Berkeley, where he earned a M.S. in data science.
  • Mr. Llop specializes in consulting focused on technology and software. He manages research and analytics teams and assists experts in writing reports.
  • His prior work has included cases around fraud detection, the evolution of algorithms, and a variety of software and hardware issues. 
  • As a prior non-profit strategy consultant, Mr. Llop has significant experience working with non-profit boards and organizations.

Dr. Shlomo Hershkop

  • Director of Engineering, Allure Security Technology, Inc.; Adjunct Professor at Columbia University and the University of Pennsylvania.̶
  • Dr. Hershkop is an active security researcher and developer, with multiple publications and patents in the fields of computer security, data mining, machine learning, host and operating system modeling, and electronic communications.
  • He has extensive DNS experience, from migrating the CS department at Columbia from YP/NIS to DNS to improving DNS security infrastructure after a series of amplification attacks.
