This step focused on integrating the issues reports developed in phase 1. To initiate this step, ICANN announced the formation of a team comprised of experts from the existing case study teams. This team advised ICANN in completing Once the range of variant issues associated with particular scripts have been identified during Phase 1 of the project, Phase 2 carried on with the development of the Integrated Issues Report. The report explores six individual script case studies were used as background to create a common framework for consideration of the issues associated with the potential possible inclusion of IDN variant TLDs in the DNS root zone. ICANN was assisted in the creation of the Integrated Issues Report by a coordination team comprised of representatives from the case study teams. The coordination team provided valuable language and script support in discussion of the issues, and also served as reviewer to the structure and content of this report.

While the project was initially scoped towards finding a common definition for ‘variants’ and possibly enabling implementation efforts, the results of the case study work and analysis have shown most value in terms of clarifying the issues and identifying complexities.  The report also includes recommendations for additional work for taking on the issues identified in the report and identifying identification of potential solutions.

On 23 December 2011, ICANN published for public comment the draft Integrated Issues Report. Following the public comment period, ICANN published a Summary and Analysis of comments received and considered this input in producing the final Integrated Issues Report.
