Is there a basis for sectors to demonstrate under-served, rather than geographically? e..g, less developed DNS Industry (if only applied at a country level) may give us issue as well... Australia's [supposedly] National Broadband Network and Connectivity stats for example looks good on 'paper' but is often wort possible levels in underserved sectors in our Nation.
