This interpretative proposal must be submitted to the consideration of all the representatives of ALSs in the region for at least 48 hours. So that if there are objections, they are expressly stated. If there are no observations within the agreed period to object, and to give this document the necessary strength, the proposal must be considered as fully accepted without the possibility of appealing it in the future.
Considering the times and the approaching date of the LACRALO GA and to eliminate doubts, contradictions, and ambiguities that in my special opinion arise or that could arise from the different understanding of the regulations contained in the Rules of Procedure and the conflicts that with this can be generated.
And especially considering Title VIII and art. 25 of the Rules of Procedure and the absence of an Internal Regulation in case of conflicts in the Interpretation of rules.
Therefore, the regulations have been revised again to clarify and simplify the understanding for those members not versed in legal matters.
The following scheme is proposed, fundamentally based on the criterion of good faith and the positive interpretation of the rules that allow the GA, with the previous nomination of candidates and proclamation of those who are elected to conduct it
