The ICANN Root Server System Advisory Committee (RSSAC) appreciates the opportunity to participate in the public comment proceeding on the draft final report as part of its ongoing organizational review. This response builds on RSSAC032 and the feedback on the draft recommendations from the RSSAC Review Work Party (RWP) to the independent examinerspresents RSSAC037: A Proposed Governance Model for the Domain Name System (DNS) Root Server System (RSS) and its Root Server Operators (RSOs). The Model presented in this publication is the result of three years of extensive deliberations by the RSSAC to address the issues of accountability, financial stability, and sustainability of the RSS.
