Background

The Accountability and Transparency Review is mandated by byICANN Bylaws Section 4.6(d) to assess "ICANN’s ICANN’s execution of its commitment to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making reflect the public interest and are accountable to the Internet community".

As the AoC mandates, a second Accountability and Transparency Review Team (ATRT2) was convened in 2013. ATRT2 performed three fundamental tasks under the AoC. It (1) assessed ICANN’s implementation of Recommendations of the three prior AoC Review Teams; (2) offered new Recommendations to the ICANN Board to further improve ICANN’s accountability and transparency; 5 and (3) offered Recommendations concerning improvements to the Review process itself.

The ATRT2 produced 12 recommendations for Board consideration and released its ATRT2 Final Report on December 31, 2013.

On 26 June 2014, the Board took action and approved the 12 recommendations.
