Inter-Registrar Transfer Policy Part C (IRTPC): Presentation of Final Report

What is it about: Presentation of the Final Report of the IRTP Part C PDP Working Group which is to be published prior to the ICANN meeting in Toronto.

Background: The IRTP Part C PDP Working Group was tasked to address three charter questions relating to: a) change of control, b) time-limiting FOAs, and c) IANA Ids. Following review of the comments received on its Initial Report and continued deliberations, the WG is expected to have finalised its report in time for consideration by the GNSO Council in Toronto.

What is it about: Update on the various Whois activities, including 'thick' Whois PDP, Whois studies and Whois RT recommendations and an update on IETF work

Background: There are a number of activities ongoing that involve Whois, such as the GNSO commissioned Whois studies (see http://gnso.icann.org/en/issues/whois/studies) as well as the recently initiated 'thick' Whois Policy Development Process.

16:3017:00Consumer metrics advice

What is it about: Members of the Consumer Metrics Working Group will brief the GNSO Council about the WG’s final version of an Advice Letter to the ICANN Board relating to the use of Consumer Trust, Consumer Choice & Competition within the Affirmation of Commitments.  The WG submitted the Advice Letter to the GNSO Council on 17 August 2012 and it was briefly presented at the 13 September 2012 GNSO Council meeting.  It is expected that the GNSO Council will deliberate and eventually approve the submission of the advice to the ICANN Board at Toronto.

Background information: The GNSO Consumer Metrics Working Group was tasked with establishing the definition, measures, and three year targets for those measures for consumer trust, consumer choice, and competition in the context of the domain name system and as utilized in the Affirmation of Commitments (AoC).  The output from the GNSO WG takes the form of an Advice Letter to the ICANN Board for their consideration in preparation of future AoC Review on measuring the success and effectiveness of the new gTLD Program.  Further, the ICANN Board requested the remaining Supporting Organizations and Advisory Committees to provide advice on Consumer Metrics as well.  The ALAC have submitted their acceptance of the advice and the ccNSO and GAC continue to formulate their position.
