What is it about: The SCI is responsible for reviewing and assessing the effective functioning of recommendations resulted from the GNSO improvements process.

Background information:    The present SCI agenda deals with the following items:

  • GNSO council consent agenda,
  • Proxy Voting,
  • Deferral of motions,
  • Voting threshold rules for delaying a PDP,
  • Council Voting Thresholds Table

Consumer Trust, Consumer Choice & Competition Briefing

What is it about: The Consumer Metrics Working Group will brief the GNSO Council about the WG’s deliverable status and the upcoming GNSO interaction with the GAC in Prague.  The WG has reviewed 75% of the public comments and working towards completing the final Advice Letter in July 2012.

Background information: The GNSO Consumer Metrics Working Group is tasked with establishing the definition, measures, and three year targets for those measures, for consumer trust, consumer choice, and competition in the context of the domain name system and as utilized in the Affirmation of Commitments.  The output from the GNSO WG will take the form of an Advice Letter to the ICANN Board for their consideration as well as future review teams as required by the AoC.  Further, the ICANN Board requested the remaining Supporting Organizations and Advisory Committees to provide advice on Consumer Metrics as well.  The SOs and ACs may use the GNSO drafted Advice Letter in consideration of their Consumer Metrics advice and may endorse all, part, or none of the GNSO advice as it decides how to respond to the Board resolution.

11:00 - 12:00 International Olympics Committee/Red Cross/ IOC/RC/IGO PDP Policy Development Process

IOC/RC/IGO PDP

What is it about:  The GAC submitted a proposal in September 2011 to the GNSO Council to provide permanent protection to the Red Cross and IOC names at both the top and second levels. The temporary moratorium on the registration of Red Cross and IOC names for new gTLDs at the top level will expire after the initial round of applications; and there is no protection afforded to these names at the second level.  The Board requested the GNSO Council and the GAC on 11 March to provide policy advice on whether to protect IGO names at the top and second levels for new gTLDs. 

Background information:  The IOC/RC Drafting Team is continuing its work in evaluating the GAC proposal and developing possible recommendations to provide permanent protection of the IOC and Red Cross names at the second level of new gTLDs.  In response to the 12 April GNSO motion calling for an issue report on special protections of international organization names (including the IOC, RC and IGOs) at the top and second levels of new gTLDs, the Preliminary Issue Report was published on 4 June and is currently open for public comment.

1:00 - 2:00 Registrar Accreditation Agreement (RAA) Negotiations / Policy Development Process (PDP)

What is it about: ICANN is in the midst of negotiations with the Registrar Stakeholder Group to revise the RAA.  The ICANN Board has requested an Issue Report on the RAA negotiations to commence a PDP on any remaining topics that are unaddressed after the conclusion of the negotiations.   Staff will provide an overview of the documents published in advance of Prague describing the status of these important negotiations.
