Objectives of LACRALO Outreach strategic plan

1. Increasing accredited ALS: Getting organisations to become accredited At-Large Structures (ALSes) from the 12 out of 33 countries in the Latin American and Caribbean (LAC) region that do not have any ALSes. These countries are noted on the LACRALO Dashboard at http://bit.ly/lacralo-dashboard
2. Outreach Activities: Spreading LACRALO activities using local ALSes, with the aim of disseminating issues of relevance to ICANN and LACRALO. The target audience will be, among others, end users, academic and / or professional.

The members of the Outreach and Engagement Subcommittee will keep an Outreach Calendar at: http://bitly.com/LAC-Outreach-Calendar to identify and keep track of possible ICT events, issues related to the internet in those territories without ALSes and Regional Events about ICANN’s mission, where it will be possible that people and or possible ALSes of such territories can participate. All members of LACRALO will be able to provide inputs into the calendar which will be used to identify possible events for CROPP proposals.

Furthermore, the LACRALO members of the Outreach and Engagement SC will survey possible individuals and/or organisations that would be At-Large candidates in those countries without ALSes. Other ICANN stakeholders (GAC, ccNSO, Fellows) in territories without ALSes would also be consulted to find suitable At-Large candidates. LACRALO leadership, in coordination with the LACRALO Outreach and Engagement Subcommittee, will be able to designate members of the region which can serve as liaisons with interested parties already mentioned, as well as with individuals and organizations who may be possible candidates for At-Large.

Once individuals or organizations are identified, efforts will be made (either through LACRALO leadership or through members designated as liaison) to contact them and invite them to several teleconferences to share information about the DNS basic, ICANN and the At-Large ICANN, so that such individuals or organizations may join At-Large and / or participate in the opportunities offered by ICANN such as the Fellowship Program, the Nextgen Program, so that they can apply to ICANN leadership positions through the NomCom.

As a pilot program for FY17, the LAC Strategy of ICANN will finance two Outreach events face to face in the LAC Region (one in Latin America and one in the Caribbean) in countries without an At-Large structure. LACRALO leadership in coordination with the Global Stakeholder Engagement (GSE) will use the data of the Outreach and Engagement Survey of possible candidates without ALses to select in which countries there will be face to face events. We have noted the rescheduling of two ICANN F2F meetings in 2016 that impacts the direct and remote participation of persons in the LAC region. We intend to work closely with ICANN's GSE to mitigate the impact of the rescheduling of these two F2F meetings

Objetivos del plan estratégico de extensión de LACRALO

Aumento de ALS acreditadas: Obtener que  nuevas organizaciones  se acrediten como estructuras de Alcance (ALSes) en los 12 países  que no tienen ninguna ALSes de los 33 que conforman la región de Latinoamérica y el Caribe (Región LAC). Estos países están anotados en el LACRALO Dashboard, ver:  http://bit.ly/lacralo-dashboard
2.  Actividades de extensión: Difundir las actividades de LACRALO, utilizando ALSs locales, con el objetivo de difundir temáticas de relevancia para ICANN y LACRALO. El público objetivo podrán ser, entre otros, usuarios finales, académicos y/o profesionales.   

Los miembros de LACRALO del Subcomité de Extensión y Relacionamiento mantendrán un calendario de Extensión (outreach calendar) en http://bitly.com/LAC-Outreach-Calendar para identificar y llevar la cuenta de posibles eventos de TIC y de temas relacionados con la misión de ICANN en esos territorios sin ALSes y eventos regionales sobre temas relacionados con la misión de ICANN donde sea posible que personas y/o posibles ALSes de dichos territorios puedan participar. A este calendario podrán aportar todos los miembros de LACRALO, y será utilizado para identificar posibles eventos para propuestas CROPP.

Asimismo, los miembros de LACRALO identificarán individuos y/o organizaciones que serían candidatos de At-Large en aquellos países sin ALSes. Otras partes interesadas de ICANN (GAC, ccNSO, Fellows) en territorios sin ALSes también podrán ser consultadas para encontrar posibles candidatos de At-Large. El liderazgo de LACRALO, en coordinación con Los miembros de LACRALO del Subcomité de Extensión y Relacionamiento,  podrán designar miembros de la región que funcionen como enlaces, tanto respecto de las partes interesadas ya mencionadas, como respecto de los individuos u organizaciones que son posibles candidatos de At-large.

Una vez que individuos u organizaciones sean identificados, se harán esfuerzos (ya sea a través de liderazgo de LACRALO o por medio de los miembros designados como enlace) para contactarlos e invitarlos  a varias teleconferencias para compartir información acerca del DNS Basico, de  ICANN y de la comunidad de At-Large de ICANN,  de manera que dichos individuos  u organizaciones puedan unirse a At-Large y /o participar en las oportunidades ofrecidas por ICANN tales como el Programa de Becas, el Programa Nextgen y puedan postular a posiciones en ICANN a través del Nomcom.

Como un programa piloto para el FY17, la Estrategia de LAC de ICANN financiará dos eventos de alcance presenciales en la región LAC (uno en Latino América, y otro en el Caribe) en países sin estructuras de At-Large. Los líderes de LACRALO, en coordinación con la Contratación Global de Partes Interesadas (GSE) de LAC utilizarán los datos de la encuesta de Extensión y Relacionamiento de posibles candidatos en países sin ALSes para seleccionar en cuales países serán los eventos presenciales. Hemos notado que la reprogramación de dos reuniones presenciales de ICANN en el 2016 que se llevarían a cabo en la región, impactan la participación directa y remota de personas en la región LAC. Trataremos de trabajar muy cerca del grupo de ICANN GSE para mitigar el impacto de la reprogramación de estas dos reuniones.
