Ed Borgquist (.WS):UTS51 is probably the best definition for "emoji", at least from a technical standpoint.
Abdalmonem Galila:Originally meaning pictograph, the word emoji comes from Japanese e (絵, "picture") + moji (文字, "character"); the resemblance to the English words emotion and emoticon is purely coincidental.

Paul Hoffman:Ah, I take back my previous comment. They have updated this document well.
Paul Hoffman: ED-1. emoji — A colorful pictograph that can be used inline in text. Internally the representation is either (a) an image or (b) an encoded character. The term emoji character can be used for (b) where not clear from context.
jaap akkerhuis:If I rmember correctly one reason they are banned is that they are not PVALID

Suzanne Woolf (SSAC):the reason they're not PVALID is that they're defined as SYMBOL in Unicode. I can dig into the RFCs but basically, IDNA didn't start with assumption all of Unicode was valid unless there was a reason to reject it.
