Participants: W Seltzer, C Langdon-Orr, H Diakite, S Bachollet
Apologies: V Scartezini
Staff: N Asthon-Hart, MH Bouchoms, M Langenegger

The meeting started at 1247 UTC.

Policy Advise development (PAD)

The staff noted that the PAD had been translated. S Bachollet remarked that a translation of the PAD was not necessary at the present stage of first round discussion document.

W Seltzer expressed the opinion that the PAD –process was using too many resources and that these resources should be dedicated to the policy process instead.
CLO thinks there is no need to translate the document at this stage.

New gTLD Applicant Guidelines/ALAC Review Report

The participants expressed their deep concerns concerning the fact that the new gTLD guidelines and ALAC review pages were still unpublished. The staff noted that it could take another 4 to 5 days for it. Further, H Diakite deplored the fact that the non-English versions of the documents were published too late for non-English speakers to be able to comment them in time. The Chair asked the Board liaison to make a formal complaint at the Board level on the fact that important documents are published too late for consideration at meeting. The Board liaison noted that she would repeat the complaint at the Board.

CAIRO meeting

S Bachollet asked the Excom members to use the Excom chat Skype during Cairo.

The Chair noted that Philip Sheppard from the Business Constituency of the GNSO said that the current agenda for the Trans-silo meeting could be adopted if no changes were suggested in the next two days.

The staff noted that the SSAC/ALAC meeting has changed to Monday.

The current Cairo schedule can be found under https://st.icann.org/index.cgi?cairo_meeting

S Bachollet noted that it would be useful to have short briefings from the authors of the new gTLD guidelines at the ALAC meeting in Cairo. The staff informed the participants that, in any case, there will be after Cairo a series of briefings on different aspects of the guidelines.

Regional Activity

C Langdon-Orr asked if there were more intersessionally work in the region. Staff noted that there have been positive developments lately. However, staff did not have sufficient resources at the moment to support the regions adequately.

C Langdon-Orr noted that this could be added to the agenda of the secretariat meetings.

There will be a discussion on the Excom mailing list about the planning of the At-Large workshop at the IGF in Hyderabad. The Staff will put up a webpage on the ExCom wiki where information from the IGF Secretariat can be posted. The Staff will send a note to T Swineheart from Global Partnerships about the At-Large Workshop in Cairo.

The staff will send out an updated ALAC member contact list and ask them to inform the others in case their telephone numbers are not operational in Egypt.

The meeting was then concluded.
