Strategic Planning 2010-2013

As the next element of consultation on the Strategic Plan, ICANN invites comments from the community on a first draft of the plan based on material presented to the community at the Seoul meeting. In particular, ICANN is seeking the views of the community on the following issues:

  • What should be the three to five year high level strategic objectives for each of the four areas of work?
  • What would be the specific metrics for each of the four areas of work?

The draft Strategic Plan for 2010- 2013 has been posted on the ICANN website at: http://www.icann.org/en/strategic-plan/strategic-plan-2010-2013-01dec09-en.pdf

The four areas of work mentioned in the plan are as follows:

  1. Preserve DNS stability and security
  2. Promote competition, trust, choice and innovation
  3. Excel in IANA and other core operations
  4. Contribute to shaping a healthy Internet eco-system

ALAC Statement on Draft Strategic Plan 2010-2013

ALAC Statement on ICANN Draft Strategic Plan 2010-2013 AL-ALAC-ST-0110-1

Sébastien Bachollet, Vice-Chair of the At-Large Advisory Committee (ALAC) originally composed this document based on input received from the five At-Large regions (RALOs) and Vanda Scartezini, ALAC Liaison to the Board of ICANN.

The RALOs discussed the Draft Strategic Plan during their monthly teleconferences and online and drafted five individual regional comments in advance of the At-Large community call on the Strategic Plan held on January 15th 2010.

This draft Statement was made available for community review on January 18th, 2010. The Chair of the ALAC asked the Staff to start a five-day online vote on the final revision of the ALAC Statement on the Draft ICANN Strategic Plan 2010 – 2013 (the present document) on January 21st.

Please note that the document is currently undergoing the internal ratification process. You will be informed of the final result of the vote on January 27th, 2010.

Additional Information


The draft of the stragegic plan presented on January 15 contains a number of phrases that hint at cooperative efforts with other world bodies.

These include a reference to “contributing to international forums” in the chart on page 3 of the draft, “Participate in Internet governance discussions” (as a Strategic Project) on the same page, and, in particular, the following sentence on page 7 of that draft:

“In particular, we seek to cooperate with other organizations on issues that concern Internet users but are broader than ICANN’s mission, such as malware and spam.”

We suggest that cooperation, in itself, may not be enough. As part of the development of a healthy Internet, ICANN should consider, as a Strategic Project, establishing collaborative efforts (perhaps with joint committees or working groups) with other national or world bodies on those broader issues.

The objective of this effort would be to take advantage of the specialized resources, facilities and subject matter expertise that exists in other international bodies. This sharing of information and expertise would allow ICANN (and the other bodies) to concentrate more fully on their core functions, as suggested by the ALAC statement.
