   2. To the question whether there will be public comments or not for the Rec1.1 Outcomes Report, Julie commented that if there are no important deviations from the original WS2 report since we are affirming what was said in the WS2 report which was already agreed by the Board and the community, we won’t need to have a Public Comment, however, we need to see the final document before making a certain decision.

   1. Stakeholder and Constituency
      1. Cheryl indicated that this is related to the granularity aspect. We will see the granularity in only some parts of our communities and not all parts of communities. So, it is not going to be universally applicable to the whole community as it is to SG/Cs.
   2. Language
      1. Suada indicated that GAC is going to make a proposal for an ABR regarding sign language project. She also added that, they want to discuss the feasibility of UNESCO’s Internet Universality Indicators Measurement too and she asked whether an ABR is an appropriate route.
      2. Gunela added that she is also interested in the sign language proposal and they can discuss that offline.
      3. Julie said that for some groups diversity of language is very critical. However, for SSAC, English is the only language for the group, they only use Language Services when they have a public meeting or a report needs to be translated. She added that when SSAC asks its members regarding their language abilities, they use European Framework of Reference for languages.
      4. David McAuley indicated that for a while, ccNSO has been testing for translation services for 2-3 languages, and it is not a cheap work, so it would be great to see ICANN’s expenses regarding these services. He also indicated that he will find out more about the ccNSO pilot and let the group know in the mailing list.
      5. Cheryl agrees with SSAC’s approach of using an external reference for framework. Regarding David’s point, she added that there is a next layer, that language services are fit for purpose. Technology is advancing in this area, some abilities can be observed other than traditional simultaneous translation in smaller working groups, for example platform based translation, or just captioning rather than a simultaneous translation.
      6. Pam shared a personal experience where language was a challenge. Existence of native speakers sometimes make it harder for other people, so APAC space was founded so that the space can be a sandbox for people where the language used is English. Since Covid restrictions were stricter in China, Chinese community members were not able to join F2F meetings. So, APAC space decided to have webinars in Chinese and they experienced a spike in number of people attending.
      7. Cheryl commented on Pam’s point and indicated that, earlier within ICANN, lots of local engagement was being made and the information given in the local setting were very different from messaging. It is also important to know about the tools available for all over ICANN, like a contract was made with a vendor in some region to serve some SO/AC can be useful for another one.
      8. Vanda added a point regarding document translations and there was cases before the translation was not successful and created problems, however, it is better now.

Meghan showed and explained the draft survey for the toolkit, NomCom to be added to list of community groups.
