Summary Minutes & Action Items:
CLO welcomed all and thanked for the good attendance.

2. Review - Short Historical perspective and review of Prior ALAC Rules of Procedure (inclusive of tracking to current Version in use) (: Delete the old ROP. (2007 version).
What we have done is recognize the important foundations of the ALAC. We are not going to make the old stuff disappear. The ROP (version 11)  Based on the UN GA Rules.
We have the need to review the existing rules. That is the role of this ROP WG.
Some of the rules will need to be changed.
There is a great desire to be more harmonized.

3. Discussion of ' How We Are To Proceed'  Section by Section, Wiki based, concurrent activities, use of Sub Teams, administrative support and methods  etc., (15 min... WG/Staff)

- For example the definition of "delegate"
-ROP should be as minimalist as possible to be effective

The rules cannot be exactly the same for RALOS
In San Jose we agreed on defining a framework common for all regions
We are talking about rules and limitations in a volunteer community
We have to harmonize where possible and there are terms on what "harmonization" means, which would allows some differentiation points.

Fatima Cabronero: We are trying to modify the ROP for some time now. Question is if we should wait for the harmonization?
CLO: Some ROP will always be very particular to the region.
Some issues may be shared, for example "Proxies "

Procedure: We will move on ALL of the sections
 Part of the work now and in the next 10 days will be to look at each of the pages created (see WIKI) and look at those and self allocate, and make a comment.
1) What needs to be changed - if anything

2) Other parts may need to be changed.
We will be working in all rules in parallel
We are a global group and we recognize that not everyone can make the times.
We should communicate via WIKI. This allow us to have more community input.

Alan: 2 questions:

Format of WIKI implies we are keeping the status quo on  the organization of the rules.
We need to make it clear that this is the start not the outcome.
If the order of the sections is not particularly logical we should try to fix that.
AI:  Newly to be created a catch all comments page with a sandbox for comments on any/all rules.
