SSC Assignment Overview

The SSC has been tasked with reviewing candidates for the GNSO representatives on the Pilot Holistic Review and recommending candidates for nomination to the GNSO Council. The SSC will submit its recommendation to the GNSO Council in the form of a motion for confirmation of GNSO Liaison to the GAC to the GNSO Council by 18 July 2024 at the latest.

Under the new Bylaws, each SO/AC will have an opportunity to nominate up to seven applicants to serve on the Review Team. After SO/AC nomination process concludes, all nominations will be provided to the SO/AC leaders to conduct the selection process for the Review Team according to the specified expertise and geographic and gender diversity from the nominations received.  The Review Team may contain up to 21 members, plus an ICANN Board member (designated by the ICANN Board).

From the Bylaw Section 4.6:

(A)Each Supporting Organization and Advisory Committee participating in the applicable review may nominate up to seven prospective members for the review team;

(B)Any Supporting Organization or Advisory Committee nominating at least one, two or three prospective review team members shall be entitled to have those one, two or three nominees selected as members to the review team, so long as the nominees meet any applicable criteria for service on the team; and

(C)If any Supporting Organization or Advisory Committee has not nominated at least three prospective review team members, the Chairs of the Supporting Organizations and Advisory Committees shall be responsible for the determination of whether all 21 SO/AC member seats shall be filled and, if so, how the seats should be allocated from among those nominated.

Selection of the Review Team – Call for Volunteers – 23 May 2024

Overview

On 23 May 2024, ICANN opened a Call for Volunteers to participate in the Pilot Holistic Review which will commence work on 25 September 2024.  Volunteers may apply by filling out an Application Form. ICANN encourages volunteers to apply by the closing date, 19 June 2024. Application details and supporting materials are available on the Pilot Holistic Review wiki.

What is the Pilot Holistic Review?

The Pilot Holistic Review will bring together a group of ICANN community members to design a new potential Specific Review at ICANN, the Holistic Review. The Holistic Review, if supported by the ICANN community and approved by the ICANN Board, would examine the continuous improvement, effectiveness, and accountability of the ICANN community structures as well as the collaboration among them.

At a high-level, volunteers for the Pilot Holistic Review will be responsible for defining guidelines for the Holistic Review. This will include defining the potential relationship between future Holistic Reviews and Continuous Improvement Program (CIP).

Reviews are conducted to assess how certain aspects of the ICANN ecosystem are performing, including how the ICANN organization (org), Board, and community fulfill commitments to global stakeholders. Recommended by the ICANN community and initiated by the ICANN Board, the Pilot Holistic Review is an important step in the Board's commitment to implement community-issued Specific Review recommendations.

Who Should Apply?

ICANN is seeking to build a well-balanced team of volunteers with a range of skills and experience. In particular, ICANN seeks volunteers with one or more of the following skills and areas of expertise:

  • Performance assessment and audits of organizational effectiveness and governance
  • Development of methodologies and guidelines for process improvement and measurement
  • Data analysis informing fact-based findings and recommendations
  • Familiarity with ICANN Reviews and ICANN structures
  • Knowledge of recognized frameworks for organizational excellence
  • Principles of accountability applicable to organizations broadly similar to ICANN

Previous experience in an ICANN Review Team is not a prerequisite and ICANN encourages those looking for their first Review Team experience to apply.
