OCL explained that there various PCs with deadlines coming up.

a. ICANN Public Comment Forum page. Includes newer statements (ALAC has not decided whether to prepare a statement).

Interim Report on Support Significantly Interested Parties for ccTLD (country Code Top Level Domain) Delegation or Redelegation Requests (30 March 2012):ALAC decided to wait until final report comes up.

Fake Renewal Notices Report (20 April 2012) No decision on whether ALAC will submit a Statement, but it is likely. Please comment on ALAC list.

b. Security, Stability & Resiliency of DNS Review - 8 April 2012.

Yuliya asked whether there will be a statement. OCL asked her if she would like to hold the pen.

First draft would be put on the WIKI. And various rounds of comments are done.

OCL will email Julie Hammer to tell her Yuliya is interested in working with her on this.

Some people from At Large are working on this.

c. Review of the ASO - 6 April 2012.- We had a meeting in Costa Rica. It is a review.

d. Global Policy Proposal Recovered IPv4 Address Space - 4 April 2012.- Something that came up of ASO. OCL is not sure that we need to comment on it.

e. Draft Advice Letter on Consumer Trust, Consumer Choice and Competition - 3 April 2012.

WG that CLO, Evan L and OCL are involved in. Very interesting, recommend that all read it. Evan may be leading explaining the "consumer" part of the discussion. The Board defines as "consumer" something that ALAC considers a sub-set of consumer.

Wolf recall that there was a discussion in Costa Rica. There was a briefing from CLO on this point. From parts of EURALO we had some substantial concerns regarding the "user" term. And Wolf wrote a statement and got interesting feedback and posted it in the EURALO page. Couldn't we introduced our reservations? Wouldn't it be better to use both options?

OCL: The note sent for EURALO was forwarded to WG and there was no feedback. The Board determines the meaning of "consumer" The WG cannot change what the Board decides. OCL was not sure if there is a need for this. There is a paragraph which notes that "consumer" is the wrong term for this.

Wolf: There is a similar discussion on the Council of Europe level. Posted in Facebook and Eurodig. There is a special emphasis on strengthening user rights. User is more accepted as "interactive" users. Leaving the traditional use of consumer.

OCL: There was considerable work regarding the word of "consumer".

Wilkinson and Lansipuro both supported Wolf in that word "consumer" belongs to another era.

OCL asked if someone would like to volunteer on this. Wolf suggested a Working Group and Wolf, Yrjo and Christopher Wilkinson will work on the statement.

f. ICANN Board Conflicts of Interest Review - Revised Conflicts of Interest Policy and Related Governance Documents - 02 April 2012

There have been many comments. OCL urged all to take a look and comment on this. Pretty important statement.

c. IDN Variant Issues Project - Proposed Project Plan for Next Steps - 8 April 2012

Extended because of the request of the ALAC. An interesting interchange took place on the CR session. There is a conference call.  There will be a doodle going out this week for a call next week. ALAC has been a supporter of IDN. But problems are scripts written in different ways. It is a very complex issue.

4. ALS applications - Update (Oksana and Wolf 5 min).

In the last call we had interested exchange on ICANN regional model and artificial divisions. Wolf had discussions with ISOC Armenia. We cannot change the rules but ways to find solutions to cooperate. Formally still link to APRALO but nothing prevents them from working with EURALO.

b. Wikimedia Austria - Regional Advice from EURALO forwarded 6 March

Regional advice was forwarded to At-Large staff 6th of March. The official certification should be done in the next ALAC call.

5. Briefing on ICANN Academy WG process -- update from CR discussions (Sandra 5 min.)

Sandra: Various posibilities to introduce ICANN Academy to the wider community for example Public Participation committee. There were some objections. Next step would be to write a letter signed by OCL and open a call for participants in a cross-community working group.

Decision if budget is approved,  hopefully around the Prague meeting. So we will know if pilot can be done in October in Toronto.

OCL: He mentioned the issue during the SO/AC Chairs (informal call), reaction was very positive and we should not be too concerned about possible pushback. OCL will be personally working with Sandra on this.

We need to get the SO/ACs involved in the curriculum. It is not only the ALAC point of view.

6. EuroDIG prep. process -- program outline and next steps (Sandra and Wolf 5 min.)

Wolf had many communications via the EuroDiG newsletter. Received a variety of comments. Focal points for each session have been appointed. We will get in contact with the people submitting proposals. Recent updates can be seen in EuroDig website.

7. CoE Strategy 2012 - 15 on IG (Wolf 5 min.)

 Very interesting paper and program because from our perspective this goes into the heart of the Internet.

We are working in line with the Council of Europe.  This will be in EroDig in Stockholm.

8. Briefing from ICANN 43 meeting in Costa Rica (Olivier, Wolf, Sandra et all 10 min.)

OCL highlighted that there were 33 sessions. The LACRALO sessions were a great success. The model of capacity building sessions has proven to be useful.

OCL suggested all to read the Chair's report. Hopefully in Prague we will have less sessions.

Wolf mentioned that from his personal point of view, it was a lot of information to digest.

9.  EURALO planning 2012 -- continued discussion (Wolf and all) (15 min.)

The next EURALO will be organized in June in connection to EURODIG. The next call will focus on this. No special highlights for themes, but important political points will be discussed.

ICANN-Studienkreis 23-24 August in Oslo. EURALO asked for Sponsorhips. It will be discussed in the next call.

10. Any Other Business

Showcase, Wolf thinks that does not make sense, it makes sense when all members are present. If only few members can make it, then it becomes tricky. It happened in Brussels  in June 2010 with  less of 1/3 of members.

AI: EURALO to discuss whether to hold a Showcase in Prague during their April meeting.
