Please note that this conference is five full days in duration. At this time, the thematic workshop I will be delivering has been scheduled for 6 May at 9:00am; however, it is possible that it will be moved to the afternoon of 2 May. I do not have much input into scheduling. In addition, my preference would be to fly out of London City airport (LCY), but this is not essential. Thank you for your time.

Purpose and Goals

In Marrakech, the NCSG communicated to the Board that the NCUC needs to build its capacity to absorb an increased, growing, and specialised workload. This comes at a time when volunteer burnout within the ICANN community has been flagged as reaching a critical juncture. It is thus an operational priority for the NCUC to encourage new, long-term participation in our ICANN activities.

The World Summit on the Information Society (WSIS) Forum, sponsored in part by ICANN, is the world’s largest annual multi-stakeholder gathering of the ‘ICT for development’ community. This event is ideally placed to connect the NCUC with new participants from smaller and developing member states of the European Union who have the capacity to be quickly brought up to speed on our work. This is because those who participate in WSIS-related activities have a demonstrated professional interest in improving existing or creating new ICT projects, many of whom have backgrounds in gender empowerment, human rights protections, building resilient infrastructure, or in building effective, accountable, and inclusive institutions. Attendance at this forum will also allow the NCUC to promote and assess the embodiment of ICANN principles in WSIS processes.

The outreach that can be accomplished at a WSIS Forum furthers the goals of the pilot CROPP programme by building local and regional awareness of our work, allows for the recruitment of new community members who can be quickly on-boarded, and would allow us to communicate ICANN’s mission and objectives to new audiences.

Additional Information

At WSIS 2016 I will be delivering a thematic workshop on how voices who feel excluded in global internet governance debates can organise themselves into regional internet governance venues, create Whatsapp and Facebook groups, and use other tools – plus see the NCUC as a welcoming and open space where their voice will be heard. This session has been tentatively scheduled to take place on 6 May from 09:00 - 10:45am in Room A, but may be moved to the afternoon of 2 May.

As a new member of the NCUC I am in a position to speak knowledgeably about how the ICANN community has welcomed me and how I have become involved in NCUC processes.

This proposal was submitted to the NCUC Executive Committee on 19 March and approved on 15 April.
