On 24 June 2017, the ICANN Board accepted this advice and directed the ICANN organization to implement per the ICANN organization's recommendation (https://www.icann.org/resources/board-material/resolutions-2017-06-24-en#2.b). Based on the implementation recommendations, IC ANN has determined that Recommendation 6 is now closed, as the UASG considered the SSAC advice in its document UASG007 (https://community.icann.org/download/attachments/56990805/UASG007-version-8-2016-05-05.pdf)

Phase 3Board UpdateResolved (2017.06.24.19), the Board adopts the SSAC recommendations outlined in the document titled "Implementation Recommendations for SSAC Advice Documents SAC062, SAC063, SAC064, SAC065, SAC070, and SAC073 (08 June 2017) [PDF, 433 KB]", and directs the CEO to implement the advice as described in the document. SAC070 Recommendation 6 proposed solution: The UASG, in their comprehensive Introduction to Universal Acceptance (UASG007), already recommends that TLDs are validated, where necessary, from authoritative tables including http://www.internic.net/domain/root.zone and http://data.iana.org/TLD/tlds-alphaby-domain.txt. In this same section of the document the UASG also references SAC070. The UASG does not recommend the use of the Mozilla PSL because the UASG does not have confidence that the Mozilla PSL is authoritative. Should it become authoritative the UASG will consider including the Mozilla PSL as a source for validation. Phase 2AP FeedbackThe SSAC disagrees with ICANN’s understanding on 4a, 5 and 6. We offer the following explanation: Recommendation 6: please pass this message on to the UASG, and please provide communications if the UASG needs clarifications, and please coordinate this function with the UASG.

 

Phase 2Board UnderstandingThe recommendation appears to recommend that a (not necessarily the Mozilla) PSL be involved in the Universal Acceptance program. It is not clear what role a PSL would play, a role would be needed before determining how to make use of the PSL.
