The issue of engagement and tools, including features of ITI, were discussed during the Board Meeting with the ALAC on 13 March 2023 during ICANN76.

On 15 March ICANN org met with ALAC on the next steps for the Joint ALAC-GAC Statement Enabling Inclusive, Informed and Meaningful Participation at ICANN. The ALAC noted that the ALAC and GAC are looking for ICANN org, at minimum, create summaries of documents (aimed at helping newcomers) and to document updated versions of a report if/when an item is updated to ensure the most recent version is being used.

On 18 May, ICANN org held a follow up meeting with ALAC ahead of their meeting with the GAC. ALAC stated they would like a means to enable newcomers to get engaged in At-Large quickly. It was agreed that a primer, a simple intro to a topic or issue, would be preferred over an executive summary. An action item was for the ALAC and GAC to prioritize their top 10 priority topics to focus on. ALAC and GAC engagement with ICANN org is expected to continue on this topic with the aim to finalise the conversation by the end of 2023. The ALAC is considering identifying topics for the 10 primers to be developed by ICANN org. The aim is to have the ALAC/GAC agree either at ICANN78 or shortly thereafter.

  • Heidi Ullrich The ALAC believes that implementation via ITP, as outlined by org, does not address the core recommendations of their Advice. The ALAC is working to develop a more detailed response. This is proposed discussion topic for the ICANN76 joint ALAC-GAC session and possibly, the ICANN Board-ALAC session. Phase 4Phase UpdateOn 7 February 2020, the Information Transparency Initiative (ITI) team released the proposed new Public Comment feature for community input via the ITI feedback site. The improvements include: Closed Proceedings will be searchable via filters (category and date) or keyword, Submissions will be included in search results, the most recent published Submissions and Reports will be more easily accessible, a count of the number of Public Comment Submissions will be displayed, the Submission process will include a guided form to help with the efficiency of the submission process. Alternative processes like bypassing the form and uploading a Submission as a document or emailing Submissions to the org will also be available. During the development phase of this feature, the ITI convened a small group of community participants who aided us in providing requirements, recommendations, and feedback. Additionally, we conducted demos to this same group of community stakeholders from 10-27 February. Their feedback on the implementation of the new Public Comment feature has been very positive. The ITI team is aiming for an 22 April soft launch of the new site. The existing https://icann.org will remain the definitive site during the soft launch period and will run in parallel to the new site. This soft launch period will give the ITI team the opportunity to gather community feedback about the improved site and make subsequent updates before ICANN org officially retires the current site.

 

Phase 4Phase UpdateDuring ICANN66, representatives of the ALAC and NPOC, with input from GAC support staff, held an informative session on current communication procedures and tools within their respective groups. The next steps will include the ALAC reaching out to the GAC and NPOC leadership on organizing an inter-sessional call early in 2020 to discuss follow up from their successful session. The ALAC will propose a joint f2f session during ICANN67 in Cancun.

 

Phase 4Phase UpdateOn 30 October 2019, the Information Transparency Initiative (ITI) team released the proposed new search experience for Board Meeting content for community input via the ITI feedback site. The improved searchability, which is core to ITI, includes: filters to narrow search by document type (Resolutions, Minutes, Agenda), Board Committees (current and former), and Board Meeting type; a date range filter; an expandable and collapsible table structure, jump-to links for upcoming Board Meetings, Year, and Month/Year; and keyword(s) search within Board Meeting content with results available by relevance (number of instances of the keyword(s)) or newest (search results ordered by publish date). Also, the ITI team is developing an improved Public Comment feature based on invaluable input from members of ICANN's Supporting Organizations and Advisory Committees. This new feature will be available for testing in late January 2020. ITI is aiming for an April 2020 soft launch of the new site. In September 2019 and October 2019, blogs were published to https://icann.org, which provided the community with an update on the project’s status.

 

Phase 4AP FeedbackThe GAC issued a follow-up to the joint statement in its ICANN63 Barcelona Communique here: https://gac.icann.org/contentMigrated/icann63-barcelona-communique. This follow-up to previous advice should be included in the implementation of this board advice item and the follow-up will not be kept open.

 

Phase 4Phase UpdateA subgroup has been formed for capacity development. They will be meeting in Marrakech with ICANN org to discuss progress; discuss the possibility of closing the advice as ongoing; updates could be provided as info graphs, videos, and continually producing easily consumable content for the internet community; it will be necessary to define key deliverables. One point of difficulty is considering complete as they are qualitative.

 

Phase 4Phase UpdateThe Information Transparency Initiative (ITI) team previewed new Announcements and Blog pages on feedback.icann.org in October 2018. The team is preparing to preview new Registry Agreement pages on feedback.icann.org in February 2019. In November 2018, the team completed the first round of the eyes-on audit of over 20,000 pieces of content on icann.org. Work on the authoring and content model in the document management system has begun and several content types have been completed. Since the launch of ITI in January 2018, the team has published eight blogs on icann.org and conducted several public sessions to provide the community with updates and input into the progress of this project.

 

Phase 4Phase UpdateThe Information Transparency Initiative (ITI) team is in the process of building and refining the architecture of the document management system (DMS) and the content management system (CMS), and implementing the integration between the two platforms. The team has also launched an updated Acronyms and Terms feature on the current https://icann.org.
