The ALAC is very supportive of the ICANN initiative to take responsibility for measuring and ultimately, through the Contractual Compliance process, ensuring Whois accuracy.

The ALAC believes that in parallel with developing the measurement methodology and tools, a plan must be developed regarding how the accuracy metrics developed be used. Clearly specific failures must be addressed with the applicable registrars on a case-by-case basis, but it is also important that there be clarity on how ICANN will use the overall results, and particularly to what extent ICANN will be looking for patterns in the results, and how such anomalous patters will be addressed.

In addition, it is important that ICANN not only monitor Whois accuracy and address the problems resolved, but that the community is kept informed of the results in sufficient detail.

I offer the following draft. It supports the initiative but requests clarity regarding how the outcomes will be used, and specifically requests that the outcomes be publicized with reasonable detail.

    I could not get into the wiki . So I send my comment here :
    Maybe I'm mistaken but still send my comment as it is useful :
     The work presents a suitable method, aimed at achieving the precision and accuracy in finding the data you provide and the WHOIS service .
     The contribution of the method used by NORC at the University of California is valuable as notes and measures different levels of errors or failures in the data: total, partial , etc fails. Also makes a measurement with respect to the accuracy of data in different types of error: syntactic , operational or identity . This is a useful tool for improving service base.
    This fulfills promised by ICANN :
    " 1) proactively identify potentially inaccurate information gTLD registration data
    in the gTLD registry and registration services , explore the use of automated tools, and
    potentially inaccurate records forward gTLD registrars for action; and
    2) inform the public of actions resulting from foster greater precision.
    Regarding the statement : In general I agree except on one point : I understand that ICANN can cooperate to data accuracy collaborating with this work by the University , it can also take other steps and continue working to improve the system , to assert reliability thereof can try to improve the activity , as is the purpose that is manifested in the related document . "
    But still , I understand that the · " ... take responsibility for ensuring the accuracy of the Whois " ICANN would be taking responsibility and ensuring the activity of those who receive the data. I understand that ICANN can help to fulfill their work, but not being ICANN which collects data , understand it is not responsible and would be assuming responsibility for actions of third parties .
    Understand why it would be desirable to modify the sentence:
    " The ALAC gives great support to the initiative of ICANN to take responsibility for measuring and ultimately ensure the accuracy of Whois . "
    Replace by the following:
    The ALAC gives great support to the initiative of ICANN to take responsibility for measuring the accuracy of Whois .

    Estimado Olivier y todos:
    Me fue imposible entrar en la wiki. Por eso les envío mi comentario acá:
    Tal vez yo esté en un error pero aún asì envìo mi comentario por si resulta de utilidad:
     El trabajo realizado se presenta con un método adecuado,  tendiente a lograr la precisión y a la búsqueda de exactitud en los datos que se brindan y en el servicio del WHOIS.
     El aporte del método NORC utilizado por la Universidad de California es muy valioso en cuanto constata  y mide distintos niveles de errores o fallas en los datos: falla total, parcial, etc. También hace una medición respecto a la  precisión de los datos en distintos tipos de error: sintáctico, operacional o de identidad. Todo esto es una base útil para la mejora del servicio.
    Esto cumple lo prometido por ICANN de:
    "1) identificar de manera proactiva información potencialmente inexacta de inscripción de datos gTLD
    en el registro de gTLD y servicios de registro , explorar el uso de herramientas automatizadas , y
    registros hacia adelante posiblemente inexactas a los registradores de gTLD para la acción ; y
    2 ) informar públicamente de las acciones resultantes de fomentar una mayor precisión .
    Respecto a la Declaración: En general estoy de acuerdo salvo en un punto: entiendo que ICANN puede cooperar a la precisión de los datos colaborando con este trabajo realizado por la Universidad, puede también tomar otras medidas y continuar trabajando para mejorar el sistema, para afirmar la confiabilidad del mismo, Puede tratar de mejorar la actividad, como es el propósito que se manifiesta en el documento relacionado."
    Pero  aún así, entiendo que al ·"asumir la responsabilidad de... garantizar  la exactitud del Whois",  ICANN estaría asumiendo una responsabilidad y garantizando  la actividad de quienes reciben los datos. Entiendo que  ICANN puede ayudarlos para que cumplan su trabajo, pero al no ser ICANN la que recolecta los datos, entiendo que no es responsable y que estaría asumiendo una responsabilidad por actos de terceros.
    Por eso entiendo que sería conveniente modificar  la frase:
    "El ALAC da un gran apoyo a la iniciativa de la ICANN para asumir la responsabilidad de medir y en última instancia, garantizar la exactitud de Whois ."
    Sustituirla por la siguiente:
    El ALAC da un gran apoyo a la iniciativa de la ICANN para asumir la responsabilidad de medir la exactitud de Whois.

  2. I agree that the wording could be read as implying that ICANN can correct inaccuracies itself. Still, I believe that it is important that the end target be made clear, and I have modified the sentence to, I hope, ensure that there is no misunderstanding.
