    @Rodrigo. …many members of the ICANN community have substantial interest in "advising" the GAC through audiences at ICANN public meetings, etc.! :-)  Most often those interaction takes place in the context of bilateral community discussions during ICANN public meetings.

Nicolas provided a good description of consensus being reached in the absence of objection. The Operating Principles refer to quorum requirements in certain instances.
