SSAC Comment on the ICANN gTLD Registry Transition Processes Model (R2)SAC047

CLOSED

Description:

The SSAC recommends that ICANN preserve operational data about ex-registries. ICANN should define a framework to share such data with the community. Availability of such data will ensure that the registration transition process can be studied and if needed, improved. The SSAC recommends that ICANN preserve operational data about ex-registries. ClosedPhase ChangeThis Advice Item is now Closed

Phase 5AP FeedbackICANN received confirmation from the SSAC that the items included in the letter (https://www.icann.org/en/system/files/correspondence/olive-to-rasmussen-22jun23-en.pdf) from David Olive can be formally closed.

Phase 5Phase UpdateA letter (https://www.icann.org/en/system/files/correspondence/olive-to-rasmussen-22jun23-en.pdf) was sent from David Olive to Rod Rasmussen regarding the status of the Advice Item.

Phase 5Phase UpdateOn 23 June 2018, the Board accepted this advice and directed implementation. In July 2019, ICANN org completed implementation of a system that preserves the data available on performance monitoring of TLDs in general, as recommended by the SSAC Advice. As a result, implementation of Advice is considered complete.

Phase 5Phase ChangeNow in Phase 5: Close

Phase 4AP FeedbackSSAC acknowledged the 2019 Q2 implementation updated and did not have any comments or feedback for ICANN org.

Phase 4Phase UpdateICANN org is waiting for Engineering & IT division to deliver system that will preserve this data. Latest estimated delivery is June 2019.

Phase 4Phase ChangeNow in Phase 4: Implement

Phase 4Board UpdateBoard consideration is complete and implementation of advice item is ongoing. Status provided in 19 October 2016 letter from ICANN Board Chair to SSAC Chair (https://www.icann.org/en/system/files/correspondence/crocker-to-faltstrom-19oct16-en.pdf). There is outstanding work on this advice item, and it will be addressed through the BAR pilot process.

Phase 4Phase UpdateSLA monitoring log data is being retained and can be studied and used to improve the transition process. A sharing framework has, as yet, not been defined. Background info: SAC047 was considered by ICANN and relevant recommendations were implemented into the transition process, including the requirement for EBERO to conduct failover testing periodically. The Registry Transition process is available here: https://www.icann.org/resources/pages/transition-processes-2013-04-22-en . Phase 3Board UpdateResolved (2018.06.23.10), the Board adopts the scorecard titled "ICANN Board Action for SSAC Advice Documents SAC047, SAC058, SAC061, SAC090, and SAC097 (08 June 2018)" [PDF, 182 KB], and directs the President and CEO or his designee(s) to implement the advice as described in the scorecard. SAC047 Recommendation 2 Board Action: The Board accepts this advice and directs the CEO or his designee to implement the advice. See full resolution at and scorecard at https://www.icann.org/resources/board-material/resolutions-2018-06-23-en#1.g.

Phase 3Phase UpdateICANN received SSAC's approval of understanding and is in the process of evaluating the advice. The ICANN organization understands SAC047 Recommendation 2 to mean that ICANN should preserve operational data about ex-registries and should define a framework to share such data with the community.

Phase 3Phase ChangeNow in Phase 3: Evaluate & Consider

Phase 2AP FeedbackSSAC confirmed ICANN org's statement of understanding and provides the following responses to the clarifying questions: For the question on "operational data". The SSAC does not define it. We observed that there are at least two ways you can gather this data: 1) ICANN could ask the community, and 2) ICANN staff could gather data from known requirements in existing policies and procedures. For the question on framework, the SSAC recommends the community be consulted on the development of the framework and what data can or should be included in the framework.

Phase 2Board UnderstandingThe ICANN organization had previously identified this item as in the Implementation Phase. After further review, the item has been moved to the Prior to Board consideration phase of the process and will be processed accordingly. The ICANN organization understands SAC047 Recommendation 2 to mean that ICANN should preserve operational data about ex-registries and should define a framework to share such data with the community.

Phase 2Phase ChangeNow in Phase 2: Understand

Phase 2Phase UpdateThe ICANN organization had previously identified this item as in the Implementation Phase. After further review, the item has been moved to the Prior to Board consideration phase of the process and will be processed accordingly. The ICANN organization sent a Clarifying Question to the SSAC regarding this recommendation on 2 June. The ICANN organization understands SAC047 Recommendation 2 to mean that ICANN should preserve operational data about ex-registries and should define a framework to share such data with the community.

Phase 2Phase UpdateICANN org sent clarifying questions to the SSAC

Phase 2Clarifying QuestionThe recommendation refers to “operational data about ex-registries”. What data specifically does the SSAC recommend that ICANN preserve? 2. The recommendation also refers to defining “a framework to share such data with the community”. Of the data referred to in question #1, does the SSAC recommend that all of this data be shared or only a subset of that data? If the SSAC recommends only a subset of that data be shared, please indicate which data the SSAC specifically recommends ICANN share.
