APAC Telcon 15th March

Present: Cheryl Langdon-Orr, Edmon Chung, Rajnesh Singh, Yaoming Yeh, Jonathan Shea, David Chen, Professor Ruay-Shiung Chang, Nick Ashton-Hart(staff), Susan Sandford Smith (staff)

Absent: Karaitiana Taiuru, Siavash Shashahani, Nirmol Agarwal, David Farrar

Absent with conflict: Kuo-wei Wu, Hong Xue, Bilal Beiram

Called to order: tbc

This meeting is a follow on from the meeting held on 8th March to see if consensus in allocation of seats in the APAC region could be reached. The meeting is intended as an informal discussion.

Edmon left at 11:07 (due to conflict of commitment) and indicated
their intended position of abstaining from vote for the ALAC 2 year position as they were equally satisfied with either candidate.

Nick explained that all of the seats aside from the ALAC 2 year position only had one candidate. Therefore if consensus could be reached on the call there would be no need for an online vote and if it could not there would be a vote for the only seat being contested.

Cheryl stated that both candidates would need to be seconded prior to a vote and there ensued a brief discussion about whether it was necessary to be seconded. It was agreed that the manner in which all the posts have thus far been appointed has been to have a candidate proposed/or self nominated and then seconded and therefore that is the manner in which this seat should be appointed.

Nick stated that Cheryl had infact been seconded by Bilal Beiram.

Rajnesh suggested that we would need to inform ISOC Taiwan of the need to have Prof. Chang seconded in order for him to contest the seat.

Izumi stated that it was necessary to look at regional balance as well and that for this reason he would think it best if ISOC Au be elected. He reiterated however that he did not want to prejudice against ISOC Taiwan.

Nick added that in Europe there is now also a consideration towards gender.

Rajnesh stated that in terms of the management team seats there is already a good balance so it’s now just between the ALAC. He felt that it could be suggested that regional balance be taken into consideration but it could not be dictated.

David Chen and Prof Chang joined the call

Izumi gave David Chen and Prof Chang a brief summary of the discussion so far in particular the feeling that regional balance should be taken into consideration but he pointed out that both he and Hong had been on the ALAC for years and both were from the same sub region.

Rajnesh stated that caution should be exercised when talking about strictly adhering to striking a regional balance as this may pose problems in the future when there are more than 5 sub-regions.

Nick added for the benefit of David and Prof. Chang that it would be necessary for Prof. Chang to be seconded.

David stated that if it was a requirement they would get someone to second Prof. Chang.

It was agreed that a vote was needed and a brief discussion followed about how the vote would be conducted the conclusion of which was:

The vote will be online, it will start on Monday 19th and will conclude at noon GMT on Friday 23. Rajnesh proposed that the winner will be the candidate with the majority of votes out of the total number of voters and Izumi seconded this, there was general consensus with this. There will need to be a minimum of 7 votes for this election i.e. a majority of ALS' must cast a vote. Winner is declared by simple majority of valid votes cast.

Nick will send out a list of voters today and if there are no changes to the list these will be the people that can vote next week, the only ALSes he is unsure of are At-Large China and ISOC Taiwan.

David stated that Yaoming Yeh will vote for ISOC Taiwan

Rajnesh asked when the 2 year term would start.

Nick responded that it would start as soon as the MoU enters into force and for ICANN that will be 30th March. We are waiting for the General Council to send a form of word that will be sent round to all ALSes to act as a digital signature. There needs to be 3 or more ALSes out of those that expressed their interest in signing for it to enter into force.

Susie replied that we are trying to make it that way. Unless communicated otherwise everyone should assume that the passcode would stay the same for all APAC calls.
