  • NOTE: As stated in the Initiation Request, the purpose of this GGP is to provide guidance to aid in the implementation of SubPro Recommendations, not to modify those Recommendations or Implementation Guidance, nor is the GGP to develop new policy.

Discussion:

  • General request to better understand the GGP for staff to circulate the link to the GGP Manual annex 5 of the GNSO Operating Procedures, particularly to note that the GGP is not a policy development process.
  • Task 1 – WG members who have had experience with the Joint Applicant Support (JAS) WG and Applicant Support Program implementation are encouraged to provide their input on the list and at the meeting on 05 December.
  • WG members noted that Task 2 – outreach for subject matter experts – may not be necessarily since 1) WG members are expected to have expertise and 2) Task 2 allows the WG to determine if additional expertise is necessary for Tasks 3, 4, and 5.
  • Tasks 3-5 --- how to make sure the Applicant Support Program is successful and how to measure that success.
  • Note that we will also be looking for expertise in this area.
  • WG members to consider whether ICANN org staff have the expertise to analyze the previous Applicant Support Program.
  • Task 6 is likely to be tricky; staff notes that the SubPro Operational Design Analysis that is soon to be published should provide guidance.
  • Noting that the GNSO Guidance Recommendation Report will need to go out for public comment before being submitted to the GNSO Council for approval and that the Report will provide guidance, not policy, recommendations.

Discussion:

  • 02 January is a holiday for some WG members and ICANN staff; WG members also may be out that week.  Suggest moving the meeting to the second week in January (09 January).
  • Request for an alternative meeting time to accommodate Asia Pacific.  Staff will suggest an alternative time.
  • Work Plan and Timeline is aggressive, but staff can assist with tools and draft documents to make the work more efficient.
  • Staff to produce a draft Work Plan and Timeline to reflect the shift in meetings in January.  The goal is for the Council to consider at its meeting either in December or January.
