Análisis de los Criterios mínimos para una Estructura At-Large:
1.- Comprometerse a respaldar la participación informada en la ICANN de los usuarios individuales. Esto se llevará a cabo por medio de la distribución de información a los miembros individuales/constituyentes sobre las actividades y hechos relevantes de la ICANN, ofreciendo mecanismos vía Internet para que los miembros individuales/constituyentes puedan intercambiar ideas sobre una o más de estas actividades o hechos, y participen en el desarrollo, la discusión y las decisiones de políticas relevantes a la ICANN.
Esto significaría que:
- Debe tener un estatuto, donde se refleje el compromiso con el usuario final.
- Debe tener presencia en internet , por ejemplo página web o blog, para intercambiar ideas sobre actividades o hechos
- Debe tener luego participación activa en el desarrollo, discusión y generación de políticas.
2.- Organizarse de tal modo que la participación de usuarios individuales, quienes son ciudadanos o residentes de países de la región geográfica en la cual tenga su sede esa ALS, será predominante en las operaciones de la ALS. La ALS puede permitir la participación adicional de otros que compartan los intereses de los usuarios individuales de esa región.
Esto significaría que:
- En su estatuto debe contar cual es la organización adoptada, y la misma debe permitir la participación de los usuarios finales de su región geográfica, pero si tiene usuarios finales de otra región, no debería ser un impedimento.
3.- Ser autosuficiente (no depender de la ICANN para financiamiento).
4.- Anunciar en Internet (en el sitio Web del Comité Asesor de Alcance - ALAC o en algún otro sitio) información actual y accesible al público acerca de las metas, la estructura, la descripción de los grupos constituyentes/miembros, mecanismos de trabajo, liderazgo y contactos de la ALS.
Esto significaría que:
- Deben figurar en su estatuto las metas, estructura y la descripción de sus grupos, mecanismos de trabajo, y liderazgo.
5. Ayudar a la RALO en la ejecución de sus funciones.
- Debería comprometer su participación según las reglas establecidas en la Región
De haber consenso, LACRALO puede tomar contacto con la organización, a efectos de realizar las aclaraciones necesarias para la toma de decisión sobre la sugerencia de certificación a realizar ante ALAC.
Ante cualquier duda que no pueda ser aclarada, se deberá utilizar un criterio de inclusividad, aconsejando la certificación. Si más adelante esas dudas se aclararan y fueran causal de no certificación, se podrá por consenso, pedir la descertificación.
De no haber consenso, deberá realizarse una votación la que se resuelve de acuerdo con las mayorías establecidas en las Reglas de Procedimiento de LACRALO.
Por lo expuesto se sugiere el siguiente
PROCEDIMIENTO PARA OPINAR ANTE ALAC SOBRE CERTIFICACION FUTURA ALS
Teniendo en cuenta los Requisitos Mínimos para certificar como ALS, determinados por ALAC, cuando LACRALO deba considerar una organización para emitir la correspondiente opinión, se deberá tener en cuenta que:
- Debe tener un estatuto, donde se refleje el compromiso con el usuario final.
- Debe tener página web o blog, para intercambiar ideas sobre actividades o hechos, e intercambio de ideas entre sus integrantes y el usuario final.
- En su estatuto debe reflejar cual es la organización adoptada, y la misma debe permitir la participación de los usuarios finales de su región geográfica, pero si tiene usuarios finales de otra región, no debería ser un impedimento.
- Deben figurar en su estatuto las metas, estructura, de existir, la descripción de sus grupos, mecanismos de trabajo, y lista de sus integrantes.
De haber consenso, LACRALO puede tomar contacto con la organización, a efectos de realizar las aclaraciones necesarias para la toma de decisión sobre la sugerencia de certificación a realizar ante ALAC.
Ante cualquier duda que no pueda ser aclarada, se deberá utilizar un criterio de inclusividad, aconsejando la certificación. Si más adelante esas dudas se aclararan y fueran causal de no certificación, se podrá por consenso, pedir la descertificación.
De no haber consenso, deberá realizarse una votación para definir el proceso de sugerencia de certificación, la que se resuelve de acuerdo con las mayorías establecidas en las Reglas de Procedimiento de LACRALO. Esta medida tendrá que ser adoptada y terminada dentro del período en que LACRALO debe emitir su opinión.
Una vez que ALAC ha emitido su opinión favorable, es responsabilidad del Presidente y Secretario de LACRALO, de que la nueva ALS tome conocimiento de que debe comprometer su participación según la normativa establecida en la Región.

Analysis of the minimum criteria for an At-Large Structure:
- 1. Commit to supporting individual Internet users' informed participation in ICANN by distributing to individual constituents/members information on relevant ICANN activities and issues, offering Internet-based mechanisms that enable discussions of one or more of these activities and issues among individual constituents/members, and involving individual constituents/members in relevant ICANN policy development, discussions and decisions.
This would mean that the At-Large Structure:
- Must have a statute, where the commitment to reflect the end user.
- Must have an internet presence, such as a website or blog to exchange ideas about activities or events.
- Must have active participation in the development, discussion and development of policies.
- Be constituted so that participation by individual Internet users who are citizens or residents of countries within the Geographic Region in which the ALS is based will predominate in the ALS' operation. The ALS may permit additional participation by others that is compatible with the interests of the individual Internet users within the region.
This would mean that:
- In its statute must be adopted which is the legal formation, it should enable the participation of end users in its geographic region, but if it has end users from another region, this should not be an impediment.
- Be self-supporting (not rely on ICANN for funding).
- Post on the Internet (on the ALAC's website or elsewhere) publicly-accessible, current information about the ALS's goals, structure, description of constituent group(s)/membership, working mechanisms, leadership, and contact(s).
This would mean that:
- In its bylaws should be included the goals, structure and description of its groups, working mechanisms, and leadership.
- Assist the RALO in performing its function.
- It should compromise its participation according to the established rules in the Region.
If there is consensus, LACRALO can make contact with the organization, in order to get the necessary information for the decision making on the suggestion to be given to ALAC related to the certification.
If there are questions that cannot be clarified, the inclusiveness criterion must be used, counseling certification. If later, theses doubts can be clarified and there is a causal for non-certification, it may request the decertification by consensus.
In absence of consensus, a voting process will solve this issue accordance with the majority laid down in the Rules of Procedure of LACRALO.
For these reasons, it is suggested the following:
PROCEDURE TO GIVE AN OPINION TO ALAC ABOUT A FUTURE CERTIFICATION OF AN ALS
Considering the minimum requirements for the certification of an organization as ALS determined by ALAC, LACRALO should consider, in order to issue its opinion, the following with respect that organization:
- Must have bylaws, where it is reflected the commitment to the end user.
- Must have website or blog to exchange ideas about activities or events, and exchange of ideas among its members and the end user.
- Its bylaws should reflect what kind of legal form has been adopted by the organization, and it should allow the participation of end users in its geographic region, but if there are end users from another region, this should not be an impediment.
- Its bylaws must include its goals, structure, if any, describing its groups, working mechanisms, and list of members.
If there is consensus, LACRALO can make contact with the organization, in order to get the necessary information for the decision making on the suggestion to be given to ALAC related to the certification.
If there are questions that cannot be clarified, the inclusiveness criterion must be used, counseling certification. If later, theses doubts can be clarified and there is a causal for non-certification, it may request the decertification by consensus.
In absence of consensus, a voting process will solve this issue accordance with the majority laid down in the Rules of Procedure of LACRALO.
This voting process must be performed and completed within the period in which LACRALO has to give its opinion.
Once ALAC has issued a favorable opinion, is the responsibility of the Chair and Secretary of LACRALO that the new ALS becomes aware that its participation must be accordance with the rules established in the region.
