El Registro de Direcciones de Internet para América Latina y el Caribe, una organización no gubernamental internacional establecida en Uruguay en 2002, responsable de la asignación y gestión de los recursos numéricos de Internet (IPv4, IPv6), números autónomos y resolución inversa, entre otros recursos para la región de América Latina y el Caribe, en lo sucesivo denominado "LACNIC",

Y

La Organización Regional At-Large de América Latina e Islas del Caribe, compuesta por las comunidades regionales de los usuarios individuales de Internet, comprometida a participar a través de la comunidad At-Large en el trabajo de desarrollo de políticas de la ICANN, en lo sucesivo denominada "LACRALO".

CONSIDERANDO QUE:

 I.            LACRALO y LACNIC reconocen los beneficios del apoyo mutuo entre las Partes en el área de desarrollo de políticas de los recursos numéricos de Internet.

 II.          LACRALO y LACNIC anticipan que cada Parte se beneficiará a partir de las habilidades, el conocimiento y la experiencia complementarias de la otra Parte, en sus roles respectivos.

  III.         Nada en este Acuerdo se interpretará como legalmente vinculante y exigible en cualquier tribunal de justicia;

   IV.        LACRALO y LACNIC, a las cuales en el presente acuerdo se hace referencia como las "Partes", acuerdan lo siguiente:

1.   Promover el desarrollo de infraestructura y de negocios en la región y la industria.   Las Partes acuerdan cooperar para promover estándares de Internet, desarrollo de infraestructura y servicios con el fin de fomentar el desarrollo de Internet en la región de América Latina y el Caribe.

2.  Cooperar y mantener un canal de comunicación abierto para el desarrollo y beneficio mutuos de ambas organizaciones.

3.  Potencialmente facilitar eventos conjuntos de desarrollo de capacidades y, ocasionalmente, actividades relacionadas de interés mutuo, entre ellas: reuniones, formación, proyectos, talleres, así como la investigación y el desarrollo en materia de políticas de los recursos numéricos de Internet y operaciones de registro.

 4.  Trabajar para crear la participación regional a través de posibles programas de difusión conjunta y de becas sobre asuntos relacionados con el desarrollo de políticas de los recursos numéricos de Internet.

Este Memorando de Entendimiento ha sido debidamente sellado y formalizado a partir de la fecha arriba indicada.

BETWEEN

The Latin American and Caribbean Internet Addresses Registry, an international nongovernmental organization established in Uruguay in 2002 responsible for the allocation and management of Internet number resources (IPv4, IPv6), autonomous numbers and inverse resolution, among other resources for the Latin American and Caribbean region, hereinafter referred to as "LACNIC",

AND

The Latin American and Caribbean Islands Regional At-Large Organization, comprising the regional communities of Internet individual users committed to participate through the At-Large community in ICANN policy development work, hereinafter referred to as "LACRALO".

WHEREAS:

 I.            LACRALO and LACNIC recognise the benefits of mutual support between the Parties in the area of Internet number resource policy development.

 II.            LACRALO and LACNIC anticipate that each Party will benefit from the complementary skills, knowledge and experience of the other Party in their respective roles.

  III.            Nothing in this Agreement shall be construed to be legally binding and enforceable in any court of law;

   IV.            The LACRALO  and LACNIC, referred to in this agreement as the “Parties”, agree to the following:

1.   To   promote   infrastructure    development     and  business   in the       region       and  industry.   The  Parties agree    to cooperate to promote       internet     standards,        infrastructure    development and      services in       order        to    encourage        internet development in     the   Latin America and Caribbean    region.

2.  To cooperate and maintain an open communication channel for the mutual development and benefit of both organisations.

3.  To potentially facilitate joint capacity building events and related activities of mutual interest from time to time including meetings, training, projects, workshops and research and development related to Internet number resource policy and registry operations.

4.  To work to create regional participation through potential joint outreach and fellowship programmes on matters relating to Internet number resource policy development.

This MOU has been duly sealed and executed as of the date above.
