FY23 Outreach Strategy

Outreach Goals:

The NonCommercial Users Constituency (NCUC)  currently has about 766 members from 130 countries and is the home for civil society, human rights activists,  and academia. Detailed information and statistics about membership can be found here  http://www.ncuc.org/about/members/ . The NCUC plans to improve its existing members' engagement in the ICANN policy development processes and the general Internet Governance ecosystem subject to the following goals and strategies. In particular, NCUC aims to reach out to its members in various  regions to increase the level of engagement by:

  • Attracting new members to join NCUC
  • Motivating members to engage in policy discussions and contribute to ICANN working groups and calls for  public comment
  • Educating members on current policy discussions and keeping them updated on the most recent policy developments

Strategies:

    NCUC EC

To achieve the above goals the EC aims to:

  • Conduct regional outreach by participating in region specific events like regional IGFs, National IGFs and SiGs
  • Represent NCUC and conduct outreach at global events like global IGF and RightsCon 
  • Strengthen relationship with ICANN GSE in all regions
  • Conduct outreach at ICANN meetings


  • Use CROP travel slots as an incentive for engaged and active community members to attend ICANN meetings in their respective region for ICANN76 and ICANN77
  • Identify specialists to prepare comprehensive quarterly updates about key policy discussions and potential action points for NCUC members to keep them abreast of latest developments 
  • NCUC EC Chair to pick one NCUC member every quarter and introduce as “the most engaged member” to the NCUC mailing list
  • Revive a mentorship programme, if there is an interest among NCUC members


  • Host an ICANN readout after each ICANN meeting
  • Use the NCUC mailing list to learn what the community wants to learn about in the policy and ICANN ecosystem
  • Use ABR to offer a capacity building course, or create relevant content to educate NCUC members and motivate their meaningful engagement

Expected Activities and Outcomes:

Increased NCUC influence and participation in ICANN, as well as a more visible and strengthened voice of civil society within the ICANN community.

We anticipate increased engagement of NCUC members in current policy discussions after some outreach events and increased activity on NCUC mailing list after the COVID-19 slump in participation.

Increased numbers of NCUC members contributing to public comments and joining working groups. 

Increased regional engagement

For FY23, we anticipate that NCUC CROP proposals will facilitate regional outreach and bring regional members to ICANN meetings to engage and connect with our constituency. Motivated members will also strengthen NCUC representation both at the regional IG discussions and ICANN events.

Increased collaboration with regional GSE teams during their regional activities.

Building existing members’ capacity

Conducting ICANN meeting readouts and other virtual events to support existing members gain more knowledge of current issues would increase internal capacity.

More mentorship connections will be established as we connect veteran members to newbies in the community.
