SSC Assignment Overview

The SSC has been tasked with selecting a second GNSO Representative(s) to the Community Representatives Group that will nominate the Independent Review Process (IRP) Standing Panel.

The following is the proposed timeline for this selection: 

  • 8 March - 29 March: Expression of Interest process is open (see Announcement here).
  • 30 March - 9 May: SSC completes selection process
  • 10 May: Document deadline for May Council meeting  
  • 20 May: GNSO votes on SSC selection

Responsibilities

The IRP Community Representatives Group will work with ICANN org to evaluate and vet candidates for the IRP Standing Panel and will collectively nominate a slate of Standing Panelists to the ICANN Board for approval. Please note that that the work of the Community Representatives Group may have already begun when the new GNSO representative joins. Therefore, the new GNSO representative will need to catch up with any work already underway.

The Community Representatives Group is expected to:

  • In coordination with ICANN org, select an external expert to help conduct initial interviews, vet candidates, and identify a slate of well qualified panelists for Board approval. Note that this task may already be complete by the time the new representative joins.
  • Define the process for how the expert will coordinate with the IRP Community Representatives Group on vetting candidates and identifying a slate of panelists, including potential interviews as appropriate. Note that this task may already be complete by the time the new representative joins.
  • Work with the expert to confirm a skillsets matrix for evaluation of candidates.
  • Coordinate with and oversee the expert's work on vetting candidates.
  • After facilitation by the expert, recommend a slate of well qualified panelists for Board approval.

Desired Knowledge, Skills, and Experience

Primary criteria used to evaluate GNSO candidates:

  • Relevant organizational and process experience (e.g., the ability to understand and evaluate the standing panelist criteria and responses, which includes legal and arbitration experience).
  • Understanding of the IRP and its role as an ICANN accountability mechanism.
  • Awareness of the GNSO's diversity of interests and the need to represent the GNSO as a whole (i.e. must not represent just their SG/C's interests).
  • Member of a GNSO Stakeholder Group/Constituency

Additional criteria:

  • Experience in selecting board members or similar officers, appointees with fiduciary duties, or service on a nominating committee for such selections.
  • Experience working with recruitment firms and managing vendors.
  • Ability to work in a small team across multiple time zones.
  • Ability to commit considerable time and effort to the selection process over a short but concentrated time period.
