AFRALO Activity Report (Oct – Nov 2016) (English)

1. Inquiry - Review of the At-Large Community (2016-2017) 

An inquiry on the At-Large review was launched by ICANN. This survey was performed by an independent examiner, ITEMS. An appeal was launched by AFRALO members to actively participate in the review through the survey online so as to express their views in this important review process.  (See http://items.fr/atlargesurvey/)

2. Transition of the IANA function and responsibility of ICANN

 With great interest, AFRALO followed the evolution of this process of transition with a very active participation in different groups: ICG, CWG and CCWG. AFRALO was represented by Mohamed, Tijani and Seun.

3. Community Regional Outreach Pilot Program (CROPP) 

AFRALO, like other RALOS, is allocated to 5 trips to raise awareness about At-Large activities in each fisal year (FY), which starts on July 1 and ends on June 30 the following year. AFRALO hosted a Webinar to update members on how to benefit from the  CROPP program. To do this, members were reminded that any member from AFRALO can benefit from program. Applications are online and may cover only activities within our geographical region, which is Africa. However, applications may be rejected in case they do not follow the rules and guidelines of the CROPP. For any request to be accepted, the proposal should:

• • be submitted to the CROPP Review Team through the coordinators of the program at least 8 weeks before the start of the trip
  • have objectives that fit into the regional outreach strategy that AFRALO has established at the beginning of each fiscal year. The regional outreach strategy for AFRALO in FY17 can be found here: https://community.icann.org/display/croppfy17/AFRALO+Outreach+Strategic+Plan
  • respect the provisions of the rules and guidelines of the CROPP programs for the current  fiscal year (FY17)
  • Each approved trip should be assessed by the traveller at the latest 3 weeks after returning. This assessment should show how the objectives that the traveller had promised to achieve were met.

4. New ALS Applications

Following the positive advice from AFRALO, ALAC accredited two new ALS: INTIC4DEV (Institute of ICT for development) of Togo and Internet Society Chapter Ghana based in Accra. Furthermore, AFRALO gave positive advice for the accreditation of a new request from the Forum on governance of the Internet in Benin.

Une enquête sur la révision d’At-Large a été lancée par l’ICANN. Cette enquête est effectuée par un examinateur indépendant, ITEMS. Un appel a été lancé par AFRALO à ses membres pour participer activement à la révision via l’enquête en ligne et exprimer leurs avis pour réussir cet important processus de révision. 2. Transition des fonctions de l’IANA et Responsabilité de l’ICANN

AFRALO a suivi avec beaucoup d’intérêt l'évolution de ce processus de transition avec une participation très active dans différents groupes : ICG, CWG et CCWG. AFRALO a été représenté respectivement par Mohamed, Tijani et Seun.

3. Programme Pilote Régional de sensibilisation pour la Communauté (CROPP)

AFRALO (comme tous les autres RALO) a droit à 5 voyages de sensibilisation par année fiscale (FY) qui commence le 1er Juillet et fini le 30 Juin.

AFRALO a organisé un webinaire au profit des membres concernant les modalités pour bénéficier du programme du CROPP. Pour cela, il a été rappelé aux membres que tout membre d’AFRALO peut bénéficier de programme, que les demandes se font en ligne et ne peuvent concerner que des activités au sein de notre région géographique qui est l’Afrique. Les demandes peuvent cependant être refusées au cas où elles ne respectent pas certaines règles et lignes directrices du CROPP. • • être soumise au "CROPP Review Team" à travers les Coordonnateurs du Programme Pilote (PPC) de la région au moins 8 semaines avant le début du voyage
  • avoir des objectifs qui rentrent dans la stratégie Régionale de sensibilisation qu’AFRALO établie au début de chaque année fiscale

  • Respecter les stipulations des règles et lignes directrices du Programme CROPP pour l’année fiscale en cours (FY17).
  • Chaque voyage approuvé fait l’objet d’une évaluation qui doit être faite par le voyageur lui-même 3 semaines après son retour au plus tard. Cette évaluation doit montrer comment les objectifs que le voyageur avait promis de réaliser ont bien été réalisés.

4. Nouvelles demandes d’ALS :

Suite à l’avis positif d’AFRALO, ALAC a accrédité deux nouvelles ALS : INTIC4DEV (Institut des TIC pour le Développement) du Togo et Internet Society Ghana Chapter basé à Accra. Par ailleurs, AFRALO a donné son avis positif  pour l’accréditation de la nouvelle demande du Forum sur la Gouvernance de l'Internet au Benin.
