Background

The Accountability and Transparency Review Team (ATRT) was conducted under the under the Affirmation of CommitmentsThe Affirmation of Commitments (AoC) between ICANN and the U.S. Department of Commerce committed ICANN to “maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision‐making will reflect the public interest and be accountable to all stakeholders".

The ATRT Final Report was submitted to the Board on 31 December 2010. On 24 June 2011, the Board acknowledged that implementing the recommendations would strengthen ICANN's global, multistakeholder model, accepted the recommendations, and directed the CEO to proceed with their implementation. Recommendation 5 regarding Board compensation was delayed for independent study and review, and then was subsequently accepted by Board Resolution on 08 December 2011, and implemented.  The Board designated Board Committees, the Nominating Committee, and a new Board-GAC Working Group to address specified ATRT recommendations. Board committee and working group involvement in the review and implementation of recommendations resulted in further direction and refinement of the implementation plans and completion timeframes.
