Rule 18 – Invocation of the UN General Assembly Rules of Procedure

18.1 Any delegate may, on a point of order, invoke any rule or rules of the then-current United Nations General Assembly Rules of Procedure where certain of those Rules would, in their view, facilitate the work of the Assembly. Subject to Rule 18.6, any UNGA Rule may be invoked.

18.2 The Chair of the Assembly may likewise invoke any rule or rules from the same source for the same reasons.

18.3 When Rule 18.1 or 18.2 is invoked, the Chair may terminate the operation of the rules so invoked at a time of his or her choosing, or, if he believes that the invocation is not in the interests of the Assembly, may refuse to allow the invocation.

18.4 Where the UNGA Rules of Procedure are invoked through the provisions of Rule 18.1 or 18.2, should a conflict arise between the rule or rules invoked and these rules, these
Rules shall take precedence, except where the combination of these Rules and those invoked would result in an impractical or unworkable process in the judgment of the Chair.

18.5 The following terms in the UNGA Rules of Procedure shall have the following meanings when invoked under this Rule:
“President” shall mean “Chair”
Vice-President” shall mean “Vice-Chair”
“Member” “Members”, or “Members of the United Nations” shall mean that class of delegate referred to in Rule 1.2 of these Rules
“Secretary-General” shall indicate the senior person responsible for the operations of the Secretariat.
“United Nations” shall mean “Regional At-Large Organisation” or the relevant other process or body of the At-Large community, including the entire community where that
would be the logical intent in the context of the rule, which is availing itself of these Rules of Procedure.
“Important Questions” shall mean “matters of substance”
“Security Council” shall mean “At-Large Advisory Committee”

18.6 The following UNGA Rules may not be invoked under either Rule 18.1 or 18.2. Where a range of rules is indicated, that range shall be inclusive of the indicated beginning and ending Rules:
Rules 4, 49, 51, 52, 55, 98(a), 98(b), 134 – 138, 142 – 151

Regla 18 – Cuando se recurre al Reglamento de Procedimientos de la Asamblea General de las Naciones Unidas

18.1 Cualquier representante podrá, durante un punto de orden, recurrir a cualquier regla oreglas del Reglamento de Procedimientos de la Asamblea General de las Naciones Unidas (UNGA), cuando dichas reglas, a su juicio, faciliten los trabajos de la Asamblea. Se puede recurrir a cualquier regla de la UNGA, apegándose a la Regla 18.6.

18.2 El Presidente de la Asamblea también puede recurrir a cualquier regla o reglas de la misma fuente por las mismas razones.

18.3 Cuando se recurra a la Regla 18.1 o 18.2, el Presidente podrá suspender la operación de las reglas a las que se recurre cuando lo considere necesario; asimismo, si a su juicio, el recurrir a estas reglas no contribuye a los intereses de la asamblea, podrá rehusar que se recurra a dichos estatutos.

18.4 Si al recurrir al Reglamento de Procedimientos de la UNGA por medio de la Regla 18.1 o 18.2, surgiese un conflicto entre las reglas a las que se recurre y este Reglamento, este Reglamento prevalecerá, excepto cuando la combinación de este Reglamento y las reglas a las que se recurre den como resultado un proceso inoperante y poco práctico a juicio del Presidente.

18.5 Los siguientes términos del Reglamento de Procedimientos de la UNGA tendrán los siguientes significados cuando se recurra a estos por medio de esta Regla:
“Presidente” será quien se desempeña como “Presidente”
Vice-Presidente" será quien se desempeña como “Vice-Presidente”
“Miembro” “Miembros”, o “Miembros de las Naciones Unidas” es la clase del delegado al que se refiere la Regla 1.2 de este Reglamento.
“Secretario General” se refiere a la persona de alto nivel responsable de las operaciones del Secretario.
“Naciones Unidas” se refiere a la “Organización Regional de Alcance” u otro proceso u organismo relevante de la comunidad de Alcance, incluyendo a toda la comunidad a la que se refiera lógicamente el contexto de la regla, que recurra a este Reglamento de Procedimientos.
“Asuntos importantes” significa “Asuntos de sustancia”
“Consejo de Seguridad” significa “Comité Asesor de Alcance”

18.6 No se podrá recurrir a las siguientes Reglas de la UNGA por medio de la Regla 18.1 o 18.2. Cuando se indique un rango de reglas, dicho rango incluirá la regla con el que comienza y la regla con la que termina:
