Draft ALAC Statement on New GNSO Council Work Prioritization Process Recommendations

The At-Large Advisory Committee (ALAC) strongly supports the efforts of the GNSO to prioritize its work, and ultimately to develop processes which will allow the GNSO and ICANN to better manage its limited volunteer and staff resources.

The report is not completely clear in regard to whether the ALAC Liaison to the GNSO is a full participant in the prioritization process. However, based on the following, our understanding is that this is the intent.

• The new Bylaws governing the GNSO state "Liaisons shall not be members of or entitled to vote, to make or second motions, or to serve as an officer on the GNSO Council, but otherwise liaisons shall be entitled to participate on equal footing with members of the GNSO Council."

• We have confirmed with the Chairs of both the GNSO and the Work Process Model Drafting Team that it is the intent to have the ALAC Liaison (and presumably all Liaisons) participate fully in the prioritization process.

• The recent ALAC Review, in its recommendation 13 said "Processes for providing advice on policy should be strengthened within ALAC for the development of policy advice, within SOs for requesting input from ALAC on policy issues and from SOs, ACs and the Board to provide feedback on how ALAC advice has been used."

To avoid any misunderstanding in the future, it would be useful if future versions of the Work Prioritization Process document make it clear that Liaisons are full participants in the prioritization process.
