Draft ALAC Statement on New GNSO Communications and Coordination Work Team (CCT) Final Consolidated Recommendations

The At-Large Advisory Committee (ALAC) generally supports the CCT Final Consolidated Recommendations.

In particular, we strongly support:

• initiatives to facilitate community input and feedback during the policy development process;
• more clarity in documents and a clear and logical way to access such documents;
• recognition that documents will often be read by non-native English speakers;
• appropriate use of translation;
• increased SO/AC communications and cooperation.

The ALAC supports the recommendation that Working Group charters define the issue(s) to be addressed, but we do have some concerns with the recommendation that the GNSO Council should include in Working Group Charters, the "outcomes desired". Working Groups must be free to craft outcomes that address the issues based on their investigation and discussions.

I support this statement.
One of the rational to leave the "outcomes desired" to the working group is as the WG will be open to non GNSO stakeholders and to increase cooperation with SO/AC, the charter can't lock the outcome.
But if the GNSO Council have a list of desired outcomes, it is useful to inform the WG but not in the Charter.
