07:02:21 From Heidi Ullrich : Welcome, All.
07:03:13 From John Laprise (ALAC/NARALO) : I was wrong...I'm here
07:03:17 From León : Hello everyone
07:03:30 From Judith Hellerstein : I do not see the captions ability on this call
07:03:34 From Kristina Hakobyan : hello, all
07:03:35 From Heidi Ullrich : Evin is an apology as there is a holiday in Turkey. I will take the Action Items at: https://community.icann.org/display/atlarge/Action+items%3A+2019-08-14+Consolidated+Policy+Working+Group+Call
07:03:36 From Harold Arcos : Hello everyone,,
07:03:44 From Maria Korniiets : Hello everyone :)
07:04:14 From Alberto Soto : Hola a todos, hello everyone!
07:04:24 From Claudia Ruiz : https://www.streamtext.net/player?event=ICANN [streamtext.net]
07:05:21 From Judith Hellerstein : @claudia can you make sure the captions are loaded correctly to zoom as I do not see the option listed in this zoom room
07:06:47 From Heidi Ullrich : Action Items from 7 August: https://community.icann.org/display/atlarge/Action+Items%3A+2019-08-07+Consolidated+Policy+Working+Group+Call
07:06:53 From Heidi Ullrich : All completed.
07:08:14 From Judith Hellerstein : Thanks @claudia
07:08:59 From Claudia Ruiz : @Judith- you’re welcome!
07:12:38 From Presidencia Internauta : hi all, please call me at +54 9 223 5 215819
07:13:18 From Claudia Ruiz : RTT link https://www.streamtext.net/player?event=ICANN [streamtext.net]
07:13:19 From Alan Greenberg : I believe that consumer trust IS in ICANN's remit, but whether it is, is not substantive to this use case.
07:13:32 From Claudia Ruiz : @Sergio - dialing out to you now, thank you
07:14:57 From Jonathan Zuck : Where there is a contention set for a non-capital city name string, priority would be given to the applicant that intends to use the non-capital city name string for geographic purposes provided the applicant is based in a country where national laws exist to protect such names like in Switzerland and Germany. Recall that any applicant that wishes to apply for/use a non-capital city name for geographic purposes is subject to the preventative protection mechanism (i.e. must obtain a letter of support or non-objection from the relevant government or local authority)
Where there is more than one applicant that intends to use the same non-capital city name string for geographic purposes and they all have obtained the requisite letter of support or non-objection from their respective government or local authority, priority would be given to the applicant whose application is intended to serve the non-capital city with the larger or largest population size.
07:16:51 From Claudia Ruiz : RTT link https://www.streamtext.net/player?event=ICANN [streamtext.net]
07:17:55 From Kerry Kerr : Thank You Claudia
07:17:57 From Presidencia Internauta : +1 @Alberto
07:18:40 From Ricardo Holmquist - ALAC : Oldest city might sound also
07:20:40 From Ricardo Holmquist - ALAC : but a "real" solution should be join efforts
07:21:20 From Ricardo Holmquist - ALAC : the name of my home town is repeated in three countries, none of the cities is particularly larger than the other
07:22:58 From Olivier MJ Crepin-Leblond : Hmm --- it would be an interesting, but worrying precedent that an external organisation resolves a problem that ICANN should have resolved internally?
07:23:17 From Marita Moll : Thank you Leon. Someone in the know told me a long time ago that if WT5 can't get it's act together, WIPO will take the lead
07:23:47 From León : Link to the agenda https://www.wipo.int/edocs/mdocs/sct/en/sct_42/sct_42_1_prov.pdf
07:24:17 From León : Link to the event information and registration website https://www.wipo.int/meetings/en/details.jsp?meeting_id=50450
07:24:24 From Cheryl Langdon-Orr : I must say from my personal POV I agree with you @Alan
07:25:09 From León : Indeed @Marita and @Olivier
07:25:21 From Marita Moll : Agree with Alan -- these are last ditch attempts to get something out of WT5
07:26:10 From Eduardo Diaz - NARALO : I agree with Alan. Too many variables to make any rules. Why do we need to comment on this?
07:26:35 From Marita Moll : Discussion going on right now -- this meeting in conflicting with WT5 mtg
07:27:34 From Jonathan Zuck : Right @Marita, that’s where Justine is right now
07:28:26 From Alan Greenberg : Need to go to another meeting now.
07:28:49 From Marita Moll : I suggest we keep silent on these items
07:28:59 From Claudia Ruiz : Thank you @Alan for joining
07:31:23 From Hadia Elminiawi(ALAC) : +1 Marita
07:31:28 From Marita Moll : Will we get a chance to talk about the survey?
07:32:01 From Claudia Ruiz : https://docs.google.com/forms/d/1UD-cx1Q_R3LeiJRHmBpxaP005JD1Y6Q7AbclMKV1zkQ/viewform?edit_requested=true
07:32:20 From Jonathan Zuck : Cpwg.wiki/geosurvey
07:32:24 From Ricardo Holmquist - ALAC : have you receive answers? enough?
07:34:00 From Hadia Elminiawi(ALAC) : When do expect to collect the results of the survey?
07:34:53 From Judith Hellerstein : I agree with marita. I did the survey myself and found it confusing
07:35:03 From León : I have to leave for another call
07:35:10 From León : my apologies for not staying till the end
07:35:16 From León : have a great day everyone!
07:35:38 From Claudia Ruiz : Thank you for joining @Leon Sanchez
07:38:55 From Eduardo Diaz - NARALO : @Sebsstien: to only that but how me as non-registrant end user affect me?
07:41:13 From Judith Hellerstein : It is very complicated and very confusing. I skipped many sections as I did not know the answer and some had different meanings
07:41:23 From Marita Moll : Right, let's take this as a learning exercise. Figure out how to do this kind of thing, because we really should be able to do it.
07:41:36 From Judith Hellerstein : Yes I agree with sebastien
07:43:00 From Judith Hellerstein : Can we modify some of the question to better explain what you were looking for
07:43:19 From Marita Moll : I sent a cautionary note to my group noting that some of it might not be as accessible as they could be and that even feedback about that would be useful
07:45:31 From Marita Moll : Right from the start, I was confused by the word "likely" in the second half of the question. Does that mean lif I don't think it is likely, I should ignore that part. Or does it mean would I like the consquences, should they happen.
07:45:42 From Olivier MJ Crepin-Leblond : The problem is that for some of our ALSes, this is going to be completely out of their understanding, but we cannot do anything about that. It shows us how much a gap there is between the level of knowledge required to particpate in At-Large and the level of knowledge that our ALSes have. But we cannot close the gap now! Especially since we had asked these questions on so many of the calls already - with no response whatsoever then...
07:46:48 From Olivier MJ Crepin-Leblond : Could someone like Marita & Sébastien please go through the questions and make the questions easier to understand?
07:46:50 From Judith Hellerstein : @marita yes that is what I was thinking. Also that these are all scenarios and not actual events
07:47:14 From Olivier MJ Crepin-Leblond : ASAP
07:50:31 From Marita Moll : @OCL -- I didn't see this as a way to cause confusion, but a way for us to learn how to engage our members
07:52:00 From Cheryl Langdon-Orr : I hear you band the value of consensus building exercises is always appreciated as you may imagine from my POV
07:52:46 From Cheryl Langdon-Orr : sorry about the typos
07:54:42 From Judith Hellerstein : I have my hadn’t up for the previous slide
07:54:57 From Judith Hellerstein : *hand up
07:57:36 From Marita Moll : Right -- budget discussion, for example.
07:59:00 From Cheryl Langdon-Orr : yes recursiveness is important
07:59:45 From Marita Moll : Maybe reword as Policy or organizational issue?
07:59:47 From Olivier MJ Crepin-Leblond : IMHO - this group can only make a decision on whether Policy is related to End Users
08:00:09 From Olivier MJ Crepin-Leblond : It cannot make a decision on whether a budget item is going to affect End Users
08:00:50 From Olivier MJ Crepin-Leblond : Policy/organizaional/Other
08:01:41 From Marita Moll : Great slide!!! Can we have copy of it. Really says a lot in few words
08:02:02 From Hadia Elminiawi(ALAC) : I like relating end users to their online activities
08:03:12 From Ricardo Holmquist - ALAC : line one, should include ccNSO
08:04:34 From Cheryl Langdon-Orr : or just SO
08:04:51 From Olivier MJ Crepin-Leblond : no
08:05:43 From Cheryl Langdon-Orr : NO
08:06:34 From Cheryl Langdon-Orr : OCL. when you look at the few PDPs that effect us they are essential
08:06:53 From Olivier MJ Crepin-Leblond : ccnso PDPs?
08:07:26 From Ricardo Holmquist - ALAC : sorry OCl, but including them, is for us to be aware there are policies, that in fact affect us a lot
08:07:52 From Eduardo Diaz - NARALO : If not ccNSO, why do we have a liaison there?
08:08:50 From Olivier MJ Crepin-Leblond : but that was a CCWG not a purely ccNSO WG?
08:09:03 From Roberto : Can we say “policy developed by SOs, mostly GNSO”?
08:09:34 From Olivier MJ Crepin-Leblond : I don't have any objection to Roberto's langage
08:09:37 From Olivier MJ Crepin-Leblond : fine
08:09:49 From Cheryl Langdon-Orr : fine with me @Roberto
08:09:53 From Olivier MJ Crepin-Leblond : apologies for being disruptive
08:10:14 From Ricardo Holmquist - ALAC : that was not the idea of this meetings :)
08:10:44 From Cheryl Langdon-Orr : indeed it does JZ...
08:13:07 From Hadia Elminiawi(ALAC) : +1 Jonathan engaging during policy development and before decisions are made is very important
08:13:12 From Judith Hellerstein : Ideally this is good but often the time does not permit this
08:13:19 From Cheryl Langdon-Orr : I agree very much with this approach
08:14:08 From Heidi Ullrich : Suggest adding a step of the staff/cpwg member providing a presentation on the topic early in the process. This will allow for a more clear understanding of the policy issue and the potential impact on the end user.
08:14:38 From Cheryl Langdon-Orr : makes sense @Heidi
08:14:53 From Hadia Elminiawi(ALAC) : +1 Heidi
08:18:13 From Eduardo Diaz - NARALO : I like the idea of survey the region on the propose position points but after presenting the issue to the region to help put the whole thing into perspective
08:18:26 From Heidi Ullrich : Should there be a step added for when there is a CCWG in existence on a particular topic which has either formal ALAC representation or ALAC participation?
08:18:41 From Cheryl Langdon-Orr : just the presentation tool for a meeting... yes
08:19:08 From Hadia Elminiawi(ALAC) : @ Jonathan agree with the process adding a webinar about the topic after setting up the Wiki page also seems very helpful
08:19:36 From Heidi Ullrich : Is this an AI re a webinar?
08:20:57 From Marita Moll : Yes, I like Hadia's idea -- even before we ask for penholders there should be some presentation not in CPWG. There isn't enough time.
08:21:06 From Hadia Elminiawi(ALAC) : Ok thanks Jonathan so it is already there
08:21:25 From Hadia Elminiawi(ALAC) : It could vary from one case to another
08:23:49 From Marita Moll : @Seb -- that is where surveys could play a role -- if we get good at them
08:24:08 From Heidi Ullrich : Welcome, Maureen
08:24:27 From Cheryl Langdon-Orr : that is an example of where things / tools like the survey might be useful .... at the start of the process where possible
08:25:05 From Marita Moll : Yes, reactive -- all the time -- is how it feels. If we can move that lever, it would be really a big step forward
08:26:06 From Cheryl Langdon-Orr : remember also in many PDP processes there are nowdays webinars and intro material as well that we can leverage off
08:26:12 From Olivier MJ Crepin-Leblond : The option of being proactive can just be added here
08:26:51 From Maureen Hilyard (ALAC) : Surveys might be a better ideas of getting the broader view of those who don't feel confident enough to participate in acual disucssions. of people who might want to contribute in
08:27:10 From Heidi Ullrich : Might this be a post-ATLAS III target?
08:27:32 From Maureen Hilyard (ALAC) : Oops sent before tidied up what I was writing
08:27:48 From Cheryl Langdon-Orr : indeed Maureen as long as they are clear concise and not too onerous
08:28:17 From Maureen Hilyard (ALAC) : Multiple choice is good
08:28:54 From Marita Moll : Multiple choice is excellent when we are trying to reach non-insiders
08:30:16 From Eduardo Diaz - NARALO : Moving to another meeting. Bye.
08:33:20 From Hadia Elminiawi(ALAC) : Thanks Olivier
08:33:28 From Cheryl Langdon-Orr : thanks OCL... Test out the new process perhaps with this topic
08:34:16 From Kristina Hakobyan : Just a reminder about the Webinar on ATLAS III Travel Support today)
